A Mottkcr' of Justice.
At oleven n'ciuck last :iirht a
jury brought in a verdict of "not
guilty." While trial is pending
it is not the province of a news
paper to comment, but after it is
all over, the action of the jury is
fit subject for an expressed opin
ion. We believe the verdict in
this case will be read with
surprise by everyone, and that
it is a mockery of justice. It is
just the same as saying that killing
(in Clatsop county) is not a
punishable offense: it is a tacit
surrender of all safeguard and will
be taken as an invitation to all to
commit deeds of lawlessness.
Let us not be misunderstood.
We do not question the motives,
the integntv nor the intentions of
the jur that brought in that ver
dict, but the irresistible logic of
such action as theirs is that a man
can be killed in Astoria in colu
blood and the murderer go free.
Every pimp in the countrv can
make this place his headquarters
and if owe of them gets into any
trouble twelve good men and true
can acquit him, and it will bo all
rirht.
Telegraphers' Test i 1:10113.
The following is a continuation
of the testimony of Master Work
man John Campbell before the
labor investigating committee of
the United States senate in New
York: "On the IGth of July de
mands were presented to the
Western Union, American Rapid,
the Baltimore & Ohio, the 'Com
mercial,' and numerous telephone
companies. The only answer yet
received is from the American
Rapid company, which has par
tially acceded to the demands of
the brotherhood. The answer of
the Western Union com pan to
the appeal of the operators was
that it was not known whether the
committee had authority to speak
for the employes of the company.
Campbell said 00 per cent of the
emploes were members ol the
brotherhood. The operators had
frequently presented their griev
ances to the local managers for an
increase of wages, but these had
been disregarded. It ia generally
believed the Western Union eom
pauy had a well established sys
tem of ''black listing" men who
made applications for :m increase
of wages, and took the first oppor
tunity to discharge them upon
some pretext or other. Favoritism
was shown by all the local mana
gers, and skill was at a discount.
This system of intimidation was
practiced by officials of the eom
pany since 3S70. Several move
ments have been started to organ
ize the operators, but all have
failed on account of this system of
intimidation.'
John McClellan, an officer of
the brotherhood and an operator
of fourteen years, said the direct
cause of the strike was an insult
offered by the Western Union
company to the committee of the
Brotherhood in refusing to recog
nize or treat with them. Until
then it had not been expected that
a strike would occur, but it was
thought that the company was
willing to listen to the demand of
the men and come to some adjust
ment if possible. The grievances
wero real ones, and if there had
been a spirit of concession mani
fested by the company, the opera
tors would have met them in this
spirit. It was shown that General
Eckert and other officers of the
company had known of the plans
of the Brotherhood before the
strike began. The company knew
the grievances existed, and that
the demands were to be presented,
and had been preparing to resist
those demands ever since March
last, if the present strike was a
failuro it would only strengthen
the existing organization, instead
of breaking its power. When
asked whether he could suggest
any method by which more equit
able divisions could be made of
the products of labor and capital
between employers and employed,
McClellan replied that this would
be impossible.
The revenue receipts in July
amounted to about $4,000,000 less
than in July, 1SS2. If the rest of
the year should reveal a corres
ponding loss, the falling off in in
come would reach a little over
$50,000,000.

scious of its power and to recog
nize the gross imposition it en
dures. According to the Cleveland
Leader there has been some queer
work made of telegraph messages
since the strike began. Many ab
surd and amusing blunders are
given. A New York dealer ord
ered fifty cases of calf-skin boots
from a Boston house. The dis
patch as received rc.i?I "calves and
black bottles.' It was concluded
the bottles were wanted for nurs
ing the calves. A young man or
dered some clothing and was as
tonished to receive a dispatch read
ing: "Sent baby carriages by ex
press." The Pittsburg Commer
cial says a gentleman in that city
received a dispatch reading: "Eila
has come. Spencers Menagerie.''
As sent the dispatch read, "Eila
has cerebro spinal meningitis."
One of the funniest is the follow
ing: The dispatch should have
read: "The lumbermen are skid
ding their logs preparatory to
hauling them to their mills." As
received it read: "The lumber
men of this section are .skinning
their dogs preparatory to hauling
them to their meals
Jai'K. Robixsox proved himself
a clever amateur actor in a Lon
don hospital. He had been caught
picking a pocket, and transferred
from prison on account of seeming
illness. He took to his bed with
accurate imitations of excruciating
agony. He groaned and cursed
so terribly that his fellow patients
were horrified. Then he regained
composure, and begged to go out
into the air. Once out in the
yard, he knocked the attendant
senseless, scaled the wall, and es
caped to this country, with over
15,000 of accumulated swag.

New York Sun says the Czar is
undoing all the good work of his
father. He is restoring the parti
ality formerly shown to the nobles,
and which his father had largely
done away. The children of all
classes were equal in the schools,
but the Czar has re-established the
cadet corps for the sons of the no
bility exclusively, and has given
secret ordders to favor their chil
dren in the schools.
A Washington special says:
Conferences arc being held daily
at Graystone between Tilden and
his trusted lieutenants, and the
sage of Grammercy park is putting,
his best foot forward to carry next
years convention. This discovery
has frfled McDonald with alarm,
and he is doing his best to patch
up the broken places in his forces.
An Ohio man who chased a
burglar till he plunged into the
river and was drowned, has been
indicted for murder in the first de
gree in not having gone to the
drowning man's rescue. Had the
burglar been shot by his pursuer
and killed, it would then have
been a case of justifiable homi
cide. The English government is said
to be deeply annoyed by the intel
ligence that Cetewayo is not dead.
When Cetewayo's death was
announced there was opened the
prospect of an independent settle
ement of the 'Zulu difficulties. '
