01 jcnxift it Vol. xix. Astoria, Oregon, Friday Morning, August 17, 1883 No. 118. THE -LATEST NEWS. From all Points- A Startllaz Supposition. A "Washington special says: There is considerable speculation, and especially in army circles, in regard to the meaning of Adjutant General Drum's desire for infor mation concerning the militia of the United States. He is prepar ing a document, which will be . sent to the adjutant generals of the various states, requesting to be informed of the number and equip ments of the militia regements of their sections. Their views are further asked as to the length of time that would be necessary to put an armed, organized force of two hundred thousand men in the field. In some quarters it is stated that this action is taken with a view to being prepared for an emergency, in case of a general uprising of the labor element of the country. Others assert that despite the denials of the state department there is prospect of trouble with Mexico on account of German influence, and that the adjutantgeneral's trip westshowed him the advisability of having a well equipped army ready for such an event. Considerable secrecy is maintained at tiie war department concerning the matter, and any at tempt made to unearth it, is met by ominous shakes of the head from hide-bound officials who dread the wrath of General Drum. Gorham' FerfiI.Htr.nce. The Tribunes "Washington spec ial says: It is understood George C. Gorham and friends claim that this nomination for secretary of the senate in the caucus of 1881 is binding on the Republican and Keadjuster senators in the next senate. "With this understanding, Gorham soon retires from the edi torial chair. This ' is known and felt to be a matter of very great embarrassment by a majority of the Republican senators, some of whom will, in all probability, re fuse to vote for Gorham either in or out of caucus. It is certain an other caucus must be held before any effort is made to elect officers, for of the thirty-eight Republicans who wilL compose it, twelve, or nearly one-third, were not mem bers of the caucus which nomi nated Gorham. Sheridan's Indian Scheme. The interior department officers are puzzled by the Chicago Tri bune's dispatches alleging that General Sheridan has carried over the members of the presidential party to the scheme for transfer ring: the care of Indians to the war department. This scheme is pro nounced absurd at the Indian office, and is thought to be incor rectly reported or a sensational fiction. At the same time it is understood that the old fight be. tween the interior and war depart ments for the control of the In dians will be renewed with fresh vigor when Sheridan succeeds Sherman as general of the army. The interior department officials will deplore further agitation of the much argued question, but will strongly oppose the transfer, and have little to fear that it can be brought about. They claim that time fights on their side, as every year the Indian question grows simpler and the necessity of armed intervention less. VlUard's Vindication. The following letter from the president of the Northern Pacific will explain itself: Editor Evening Post: Permit me to correct at the earliest possible moment, through your columns, an abominable falsehood which appeared in an article on the financial world in yesterday's New York Times re garding myself, personally, and the companies I represent. The. article alleges that, "It is stated, on good authority, that the Villard syndicate has bought no less than 100,000 shares of Oregon and Transcontinental and Northern Pacific during the past three months in an effort to sustain the jpjTce," and it alleges further that -'fnckung this the syndicate had to borrow, it is stated, 000,000 worth of exchange from one big house and S3.000,000 worth of another." T deny these statements. They are wholly false, and none of the companies represented by me or no syndi cate in which I am interested personally have ever bought a single share of any of our stock to sustain the market price, nor lias there been a single dollar borrowed in the sterling market or in any other way for the alleged purchase by any of our corporations or any syndicate in which 1 am interested by nvyself personally. II. Villa ki. Distinguished Guenti. Holmes, Boyce , Norwood, Davey and Gray, members of parliament, and Lord Carrington, sail from London next Saturday for the United States. They will be present at the ceremonies at tending the opening of the North ern Pacific railway. American Product Abroad. A London special says: Some English papers arc building hopes of active grain competition against the United States from India and Siberia. This cannot take place, however, for some years. Russian petroleum seems more dangerous ly aggressive in the markets hitherto shipped by America, and Caspian sea petroleum is now sent in bulk from Caspian ports to Germany's industrial centers. Sewn Surveillance. The London Times' Madrid correspondent saj's: An order has been issued by the authorities forbidding the printing of any news touching the insurrection movement in Spain, except what is officially supplied by the home office, and cautioned editors of papers to abstain from comments upon current events. The corres pondent adds that strict censor ship continues on the telegrams. He Actually Swore. At Buffalo lake, W. T., the presidential party had breakfast and were saying good-bye to Sec retary Lincoln, who will remain four days at Washakie, when an incident occurred which caused great consternation. Although it was rapidly approaching G o'clock there it was past 7 in Chicago, when a courier came up with a dispatch in haste, addressed to General Sheridan, from his con stant adviser in Chicago. The message was handed to the presi dent, who swore, actually swore. It stated that the Chicago Tribune had published a report in full of the proceedings of the day before with an account of the proposed issuance of government bonds to Indians. General Sheridan at once gave orders to conduct a strict search of the camp and ar rest the correspondent if found upon the reservation. Up to the present writing the intruder has not been found. Owing to this circumstance the party was a little late in starting, but arrived at Buffalo lake very nearly at noon. There are those who predict that an effort will be made by In dians or bands of robbers, which are thick around there now, to seize Mr. Arthur, cany him into the mountains and hold him for ransom. The oldest stage-driver the Tribune correspondent has met is certain that un attempt will be made, and thinks , if con ducted rightly it will succeed. An Annexation Scheme. The Austrian, German and Turkish governments are engaged in negotiations for the complete annexation of Bosnia and Herze govina by Austria. 3lHtiny In Mexico. A 80ir Hermosillo (Mex.) spe cial says: A report reached here last night that the soldiers sta tioned at Ures, forty-five miles northeast of Hermosillo, mutinied on the 8th inst., killing the cap tain and first lieutenant. The soldiers left for the mountains, taking with them arms, ammuni tion and provisions. The number of the soldiers varies from o00 to 1,1S0. General Topete left here last night for Ures with 300 cav alry. The federal officers know but little and are not willing to give information. More fine stock has been brought to Oregon during the past six months than in any previous year. Almost every steamer brings a bull of good breed or a few fine wool sheep. Our farmers see clearly the advantage of breeding from the best sources and are in vesting liberally in good blood. It is proper to repeat a suggestion math? some weeks ago, that the annual fairs of the state agricul tural society at Salem be made a market where the stock of the country may be exhibited, and where farmers who desire the best grades of cattle, sheep, hogs, etc., may find them on sale. Oregon already has much good blood, and 3'oung bulls and heifers are for sale by scores of men, but nobody knows where to find them, and the lack of a general market is a hardship both to those who have stock for sale and to those who would be glad to buy. Cer tainly there could be no more proper place of exchange aiian the state fair. A stock yard in which all exhibits were for sale would be an attractive and interesting fea ture of the fair, directly in the line of its purpose as an agricultural exposition. Of the Oregon Short Line, the Baker City Jleveille says: The end of the grade at present is but 55 miles from this place, and ev erything goes to show to a reason able thinking person that the Short "Line intends to stop grading down Snake river, for the simple reason that thev are discharging their hands and working force, and they pass through this place daily for points on the O. R. k X. Co.'s road. If-the Short Line intends to go down Snake river, the pres ent splendid working force would be retained, and, judging from the past, tho compan- would crowd right on to Lewiston.
