Vol. XIX. Astoria, Oregon, Sunday Morning, August 12, 1883 So. 114. PRISON DISCIPLINE IN MONTENEGRO. In the principal street, that which you enter in coming from Cattaro, you find on the right hand, first, the powder magazine, an insignificant-looking square building, second, the prison. At first sight you suspect your guide is impos ing on you. The prison has no windows and the door is a perma nent aperture, without means of closing it. The prison system is as odd as the prison. A malefac tor is ordered to lodge himself in the abode of culprits, and ho goes there.He has no special guards the community watches over him. He receives no food, but the gov ernment gives him three half-pence a day to purchase all necessaries. Under the circumstances it can be imagined that unless succored by his family, he can scarcely live luxuriously. Unaccompanied by any guard the prisoners go daily to water the Prince's garden and take his horses out to exercise. They gallop about for a couple of hours, and then, having put the beasts in their stables, return to their uncomfortable quarters. A condemned person does not on that account by any means, forfeit his claims to public confidence. One example will suffice. A short time before the declaration of war a commercial house in Trieste no tified the Prince that a carge of ammunition had arrived at Cattaro, but could not be delivered until its price, 90,000 francs, had been paid. The steamer should leave in three hours after the receipt of the dis patch, and, under ordinary circum stances, six hours at least are re quired for the journey to Cattaro. Unless redeemed at the time, there would be a delay of many days in delivering the cargo. The authorities bethought them selves of a heinous criminal, an individual with chained ankles, and who, for the crime of murder, was undergoing an exceptional punishment. In order to prove an alibi, he had traversed an extra ordinary distance after his crime, and in an incredible short time. The idea struck the authorities that this man might be useful un der the circumstances. Among these mountains a man on foot moves much more quickly than on horseback. "Can you carry these 90,000 francs to Cattaro in three hours?" was asked the man. "Certainly," he replied. He started; the sum was duly deliv ered, and having brought back the receipt the man returned to his unbarred prison. In another coun try it is more than probable that under the circumstances the prisoner and the money would both have disappeared. But in Montenegro the case is different. Love of country is the predomi nant passion, albeit that the coun try is not worth much. It is so small the criminal cannot hope to escape detection; and he cannot endure the idea of perpetual os tracism. Sometimes the Montene grin goes abroad for five or six years, but it is only that he may return later on to display his splendid wardrobe, the fruit of his toils in foreign countries in Al bania, in Herzegovina, even in Austria. Tinsleys Magazine. Minneapolis is reported to ship annually, beyond her local con sumption, 1,650,870 barrels of flour. "These," said the Tribune's statistician, "if piled one above the other, end to end, would reach 780 miles. The flour woald make 595,255,000 loaves of bread, the size of bakers loaves. These piled in a pyramid, would make, roughly calculated, a square pyramid with a base 300 feet square and with a height of nearly 1,000 feet." Capt. The Real Worth of the Vacation. The superior man is the man who makes the best use of his nat ural forces; the inferior person is the one who uses up his vitality in the shortest space of time. This may be a slow way of approaching a great principle, but it is perhaps the most sure method of showing the way to that conservative and rational living which has charac terized the wisest people and those who have used life to the best advantage. There is vast advantage in keeping an equili brium of forces. This is as true of society and persons as it is of mechanics and natural forces. The vacation is the time when nature repairs the waste tissues. 1 1 seems like idleness to be lolling around listlessly by the seashore or at the country farm or by the moun tain side, but it is just that seem ing torpor of the faculties, on the part of the brain workers, which does most to recruit wasted ener gies, and is the best use to which the swiftly fleeting hours of vaca tion can be put. There is nothing like the extreme of rest to balance the extremes of strain to which bright persons are subjecting them selves in daily life. It can only be met in all of us by such a re turn to nature that her thousand ministrations to the minds and hearts of men may not be thwarted by our own indiscretion. The great thing is to maintain an equa ble life, to keep the nerves steady, to hold ourselves in check, and, il vacation can be used in such a way that professional and business people and busy brain workers can find rest for themselves in July and August, the whole communi ty gains by this renewal of the chief forces of life. This is what a wisely-used vacation means for those who are now taking it. It means a mind and body in good repair on the first day o.t Septem ber. Boston Herald. Every few years during the earlier part of Queen Victoria's reign an attempt at a sensation was made by asserting that George IV. was lawfully married to Mrs. Fitzherbert and that a descendant of the two was still alive to lay rightful claim to the throne of Great Uritain. Queen Victoria still reigns, however, and no sub stantial proof or the heir was ever produced to disturb the occupant. It is therefore a little startling to read that the late General Ord was the grandson of George IV. and Mrs. Fitzherbert. His father, raised in the Roman Catholic faith, which of itself would have debarred him from the throne, was educated in France, and was af terward brought by his tutor to Georgetown, District of Columbia, when ho became a professor in the college. He served as a captain during the war of IS 2. To avoid unpleasant notoriety he assumed the name of his tutor Ord; and thus it happened that the late dis tinguished General Ord had a greater right to be sovereign of Great Britain than Victoria her self provided this romance is true. The activity and versatile of M. de Lesseps was never more distinctly seen by the world than now. He is a type of the keen est life of the time and he will un doubtedly be one of the most fa mous men of our age when the nineteenth century shall have rolled by into history and other people are given the amusement of discussing our doings and try jngs. No other nation could have gratified him as we gratify him. Despotic rulers in the past have alone commanded anything like the amount of men and capital which the co-operative speculation of to-day controls, and Xerxes or a Titus would have lost all pa tience with DeLesseps long be fore he dug a canal. When he has flooded Sahara, cut North and South America asunder, and com pleted his second Suez canal, he will have done more in the alter ing of the world's face than any J other man who ever lived. Up to 1824, there were 223 of fense which were capital by the laws of England, and 187 laws for inflicting the death penalty has been passed since the accession of Charles the II. In the seven years from 1819 to 1825 there were 579 executions, and less than one-fifth of them were for mur der. For minor ofl'ensps there were the pillory, Hogging at the cart's tail and the stocks. . Men stood in the pillory for an hour or more, usually on three successive market days, to be jeered at b' the crowd. Eaton, the publisher of Tom Pavne's Ane of Jieuson. was punished that way in 1312, and the pillory was not given up till 1S32. She leaned her head upon his shoulder and said, in her most in sinuating tones. "Charley, dear, I've hoard so much about dudes 1 want you to get me one.''
