The effect which the completion
of the Northern Pacific is going- to
have on the future of this city, is
one of the problems of the hour.
San Francisco has, in a large
sense, been the port oi Oregon, j
To this city were conveyed the'
goods from New York ami Europe j
which our sister state needed. Uerj
export trade, mostly consisting of j
cereals, follows a different route j
that is to say, around ('ape Horn
to Europe. The trade likely to
be affected may be defined as a
species of brolcerae. The com
modities destined for Oregon "were
deposited here on the way, and we
took such toll out of litem as the
business would stand. But this is
a sort of commerce which must
attain to enormous volume to be a
factor in maintaining a large city.
We have all the China trade there
is, coming this way. Hut no very
large commercial benefits are de
rived from it. The tea and silk
are transferred from the ship to
the car, and leave nothing behind
but the 1 rilling expense of hand-
The invention of the sealed or
bonded car lias operated not only
against .San Francisco, but all sea
board cities. Before the era of
that custom house on wheels, all
foreign goods had to go into store
at the point of imjortation. The
new regulation became the law
before any of the seaboard cities
had waked up to its importance,
if, indeed, they considered it at all.
It was brought about by tlie. quiet
exertions of the enlerprisiug inte
rior cities. Though it has in a
small way affected the interests of
individuals in seaports for under
it every interior city can be a sea
port, so to speak, to itself we do
not; know that any strong objec
tion can be urged against it. Jt is
certainly a rule in the interest of
the cheaper handling of goods.
But no trade of that character can
keep a town up unless it assumes
colossal proportions. Liverpool
may be cited as a ease in point.
That city is the place of the im
port and export of great empires,
in soma respects it is unique.
There is no other city that is ex.
actly a parallel. It handles most
of the articles imported into Eng
land from or exported to the
United States. In that way, it
may be said to be the place where
the products of eighty it ninety
millions of people are exchanged.
t is also the entreport for most of
the trade of Australia, India, Af
rica and the Mediterranean. But
with all of that Liverpool has only
grown to have a little more than
half a million of people. If it had
nothing else but this trade, colos
sal as it is, to depend on, it would
not be near so populous. There
are no facts accessible to show
how much of its development is
due to actual manufactures and
how much to commerce. But it
may be assumed with safety that
Liverpool would be a small city
to-da if it did not have sugar re
fineries, iron and brass foundries,
iron and steel forges, works for
making steiun engines, ma
chinery, chains, cables, anch
ors, rope, sails, soap, ship build
ing on an extensive scale, and
watch and jewelry ma ttu factories.
New York does not occupy a
position corresponding to that of
Liverpool. It is not the sole ex
change place between America and
England. It has four or five rivals
in the business, which at the latest
computation accessible had got
away with -14 per cent of its com
merce; but New York for all that
has more than double the popula
tion of the city named. There is
enough here to show that it is not
commerce exclusively that builds
up cities. Commerce indicates
the point where they must in the
first instance be located, and helps,
but is not the prime factor. It is
only where associated with raanu
lactures that a great city is possi
ble. All that we have a prospect
of losing is the brokerage on a
portion of the trade of a growing
state north of us; but as it will
presently appear, only in a very
restricted sense.
The trade of Eastern Oregon,
never very great, has long since
been largely diverted from this
city. That section has been ob
taining much of the supplies it
needs directly from the Union Pa
cific and its branches in the east.
The goods which now come across
the Central and Southern Pacific
to this city and are shipped hence
to Portland, will hereafter be trans
ported mostly by the Northern
Pacific. But the houses which
now control that business in this
city will not let it go. Thev will
naturally establish branch houses
in Oregon and import by the new
line of the Northern Pacific. But
no diminution in the articles which
we produce, and which Oregon
neods, will take place. Oregon
will not import California goods by
way of the Horn and the Northern
Pacific. It is not possible at the
moment to separate our actual
trade with Orogon from that in
which we occupy the position of
intermediaries. Bt the former is
no doubt large and is bound to
grow.
Oregon will not import any
thing front New York or the oast
wltMili she can find better and
cheaper in San Francisco, North
ern Pacific or no Northern Pacific.
To retain all the commerce of
Oregon we have to compete suc
cessfully with the more difataut
cities of the ctut, which docs not
appear to be difficult or impossi
ble. The corresjKHtdi ng advan
tages are a branch of the subject,
however, which has not been
much considered. The new rail
roads the Northern Pacific and
the Canadian Pacific are going
to build tip large and prosperous
communities in the north. Many
of these communities will draw
from us a large part of their sup
plies. For generations they vril!
have to devote themselves exclu
sively to agriculture and cattle
raising. They will have to send
here for wines, brandies, nf.r.
vroolens, cottons when we get

more to the east will draw fiom
Canada and the United Stales.
But even they will have to import
from us, even if the goods have to
go around the Horn, for some
California products are numbered
among the necessities of life.
Instead of taking a nurrow view
of the subject, we are disposed to
believe that when the railroad to
Oregon is completed, San Francis
co will become, in a larger sense,
the port for the whole northwest.
There are good seaports, it is tr.te,
in Oregon and "Washington, but
they are not in positions to be
large distributers of merchandise.
Belying on the Southern route,
San Francisco does not occupy, in
the matter of foreign goods, a
position, with reference to the vast
region under consideration, much
inferior to that of New York, or
any of the .Atlantic cities. We
suspect, also, that i-ailroads bear a
much more subordinate relation
toward large cities than is gener
ally supposed. Since the first mil
was laid no railroad lias injured
any large city previously estab
lished. On the contrary railroads
have contributed amazingly to
their growth.
Tin: presidential party has
about arrived at the Yellowstone.
A number of special newspaper
men followed in their wake (ill
near Fort Washxeka, but their
further j progress lias evidently
been barred, as they cannot enter
upon the Slioshotte reservation
without special permit. One cor
respondent telegraphs that prior
to the arrival of the presidential
party all civilians were ordered off
the reservation, All stage coaches
were slopped at the line, eight
miles distant, traders put off,' and
only United Stales mails permit
led to enter. Drivers of staires
are under constant surveillance.
The line of Indian scouts has
been doubled around lorl Comas
and otttoslf!, with orders to arrest
all parties without a pass from
Gen. Sheridan, and put them off
the reservation. In case of a sec
ond offense civilians will le jailed.
The government depot is ordered
to sell no food lo parties without
passes. The hotel is ordered
closed, and Western Union oper
ators are put under constant
watch, AH dispatches are or
dered inspocted by government
officials. There is great secrecy,
the ultimate motive of which is not
yet developed.
Tin: irregularities into which
lynch law leads men is strikingly
examplified in two cases. In Miles
City, a saloon keeper was recently
hanged because he bore tlie name
of being "a hard citizen," and in
Tombstone, Arizona, a lawyer was
tarred and feathered for alleged
"irregularity m regard to town
sites."

of the hour, none are sillier titan
that which calls upon the govern
ment to lake charge of the tele
graph service. This paternal
style of doing business is inimical
to a republican form of govern
ment and diametrically opposed
to the fundamental principles of
popular sovereignty.
