He said that lie had no doubt that there were some fisheries which were inexhaustible. Instancing the salmon rivers, he said it was quite clear that those who would protect the fish must address themselves to man, who was reach able by force of law, and that it not only might be possible, but it was actually practicable to so reg ulate the action of man with re gard to a salmon river that no such process of extirpation should take place. But if we turned to the great sea fisheries, such as cod and herring fisheries, the case was entirely altered. He believed that the cod, herring, pilchard, mackerel, and similar fisheries were inexhaustible, and were en tirely beyond the control of man. either to diminish the number of fish or to increase them by culti vation. But there were sea fish eries capable of being cultivated and controlled, in pait at least by man. It has been reported to the treasury department that the Brit ish parliament is considering measures looking to the prohibi tion of the introduction of cattle from foreign countries where the foot and mouth disease prevails, and that an attempt will probably be made to have it apply lo im portations from the United States. It is stated at the treasury de partmeut that such application will be unwarranted, sis a thorough investigation of the subject, just concluded, has shown that the foot and mouth disease does not prevail among the cattle of this country. Steps will be taken to bring this fact to the attention of the British government, to the end that its orders on the subject may not be made applicable to the im portation of cattle from this coun try. Thki:k are produced annually 100,000 barrels of hemlock bark extract, of which a single firm produces 72,000 barrels. They own nine extract-works and oper ate twenty-three tanneries. All the tanneries of the United Stales consume annually 1,250,000 cords of hemlock, produced in nine states. As the yield of bark is about seven cords to an acre of hemlock timber, the 'carly con sumption implies the clearing of 17S,000 acres. In the main the bark is stripped from trees cut for timber; and as the demand for this timber exceeds the supply, the supply of both timber and bark is doomed with speedy ex haustion. Our Clatsop count' supply will in the near luturc be of enormous value. A London dispatch says: Tho shooting- of Care' has produced a feeling of consternation in parlia ment, and the informers death is regarded as a severe blow to the policy of repression. The gov ernment terrorism receives a check through the inability of the au thorities to protect their agents. No one pretends to feel sorrow for Carey's fate, but the English press is angry at the failure of the gov ernment to secure the informer's safety, and it is considered that Carey's fate is likely to intimidate possible traitors all over Ireland. The news of Carey's denth has been received with peculiar re joicing, which adds to the uneasy feeling of legislators -at Westmin ster. The law's uncertainty has been again rebuked, this time at Day ton, W. T. McPherson, one of the murderers of Cummins, at New York bar, who had been tried and found guilty, but had been granted a new trial, was taken from the Dayton jail last Saturday night and hanged hy a party of sixty-five vigilantes. "Was it right? Of course it was not. Such proceedings never are right, but the next time a rufiian starts with murder in his heart, the re membrance of McPherson's fate may save his victim's life. As a means of repression, as a prevent ative measure, lynch law is most effective. The Missouri editors went to 3Iexico for their annual excursion, ! and, one of them writing to the St. Joseph Gazette, says: "Few people understand m the bitter ha tred the average Mexican has for the American. It is simpty inex tinguishable. No matter what Porfiro Diaz says. No matter the continued ovation he received from St. Louis to New York, and from New York to New Orleans, the masses ol the Mexicans hate the people of this country with a hatred that can only come from the commingling of the Spanish blood with the Indian." They are to do nineteen knots an hour and accomplish the Atlantic passage in six davs. The Oregon Short Line is now opening a region capable of sup porting 5,000,000 cattle and 10, 000,000 sheep, which, whon it shall be fully occupied, can export yearly 000,000 cattle, 1,500,000 sheep and 10,000,000 pounds of wool. Besskmei: steel rails are selling, delivered in Chicago or Milwaukee, at $38 a ton. This is the lowest price ever reached in litis country, and iron rails are no lower.
