THE MONROE DOCTRINE.

A Washington special says:
Report is current here that the
Mexican government has secretly
made a treaty, offensive and de
fensive, with the German empire,
which gives the latter all the ad
vantages the treaty made with the
United States gives the United
Suites and more beside. It sub
stantially guarantees the integrity
of the Mexican republic. It is
said that this treaty was made
against the strong remonstrances
of our mmisteiyHon P.H.Morgan;
that Judge Morgan immediately
made a full report to the secretary
of state, setting forth the facts
and that the whole matter has
been concealed from our people
by the department of state. The
conduct of the German minister
at the city of Mexico was so full
of insolence to Judge Morgan that
the latter, who is a brother-in-law
of General Drum, adjutant gener
al of the army, was seriously in
clined to make the matter a per
sonal one, and would have done so
but for the prompt declaration of
the German minister that he meant
no personal offense. Leaving the
personal part of the above state
ment out of the question this news
is of the very greatest importance.
A resolution looking to the telling
of the facts concerning this extra
ordinary affair will be offered by a
leading Democratic liberal con
gressman from the west, who is
also a prominent candidate for the
speakership, that will bring out
the truth and demonstrate whether
or not the secretary of state
knows anything of this or not.
Of course an alliance offens
ive and defensive means on
ly one thing, namely, a great!
revolution of our policy touching
states of North America as an
nounced in the Monroe doctrine.
Germany knew this, and is no
doubt ready to test our pretension.
"We have taken a long time, and
now very probably something more
than mere talk will be required
before long. Three-fourths of the
importing and nine-tenths of
the wholesale business of all Mex
ico is done by people of Ger
man nationality. The' have
all the capital of the country ex
cepting four or five banks owned
by Irish. The Germans began to
come to Mexico in 1820, and their
greatest influence was from that
year up to 1826. Last spring
Bismarck bought a great tract of
land in Mexico upon which he
built a colony. act the cause
of the personal difficulty between
Judge Morgan and the German
minister, is what may be called
the compelled peaceableness of the
United States in a matter of the
gravest import.
A few enterprising and experi
enced seamen, who are familiar
with the working of New Found
land fisheries, as well as those off
the northern coast of Europe, are
about forming a company to work
the deep sea fisheries off this por
tion of the coast near Coquille.
It has been known for a long time
that extensive banks of cod, hake,
haddock &c, are to be found out
side, and we have been told by
masters of vessels over and over
again, who have been waiting to
get into the Coquille, that they
could get any quantity ot these
fish. The great drawback, how
ever, in addition to a market for
local and inland consumption, was
the difficulty of getting out and
in, so as to make reliable time.
They may be able to get out occa
sionally and not be able to get in
for a week, and they tnay'be able
to get in occasionally and not get
out for a week. Several parties
after a great deal of exploration,
have discovered a channel free
from rocks and breakers, and
through which they can go in and
out whenever they like.

Tiie Washington liejntblican's
"man on the avenue1' tells a story,
which he gets from a prominent
Kentuckian, about General Vol
ford's canvas for his seat in the
next congress. "Wolford was an
officer in the union army a colo
nel in the eleventh Kentucky cav
alry but a Democrat. When he
was nominated, General Fry was
sent up into the district to hold up
the Republican em!. Fry had
only been gone four da3s, the
narrator says, when he returned,
looking very blue. Being asked
why he was back so soon, he said
he couldn't cope with Wolford's
methods and facilities, lie said
that Wolford met him at a moun
tain town, where they were to
speak together, treated him hand
somely, and gave him the opening
and closing debate, lie spoke,
touching on national topics, and
giving especial attention to the
magnanimity of the Republicans
toward the confederates at the
close of the war. Here is the way

der: "Wolford got up,' said Fry,
"and paying no attention to what
I had said on national issues, said:

Fry has told you about the mag
nanimity of the federal govern-!
ment and the Republican party, j

der at Appomattox? why, they
took him out and hung him right
between the lines, right in plain
v ."
"'Hold on,' I shouted; 'that is
not true, General Wolford. You
know you are perverting facts.'
Instantly two or three of the old
second cavalry boys sprang up and
swore that they had been on the
ground and seen General Lee
hung, and one of them remarked
with a swagger that if anybody
questioned the statement he would
have to chew on the barrel of. a
six-shooter."
"What did they do with Jeff
Davis after he surrendered?" con
tinued old Wolford. Why, they
tied 1S00 pounds of iron to his legs
and threw him into a dungeon, and
starved him for eight months, and
then took him out and hung him.
That's what they did. with him. A
h--l of a magnanimous government
that!"
I interrupted to say that Jeff
Davis was alive and healthy now,
but twoor three Second Kentucky
liars stood up and swore that they j
had seen him hung. And there
the old scoundrel stood, hanging
Alex. Stephens, Longstreet, John
ston, Hampton and every confed
erate of prominence he could think
of, and proving it by eye-witness
from his old regiment. Wolford
will evidentlv make an able con-!
iiressman.
Where the Fight will be Thickest.
The N. V. Tribune figures out
that its own state is to be the bat
tle ground of the next presiden
tial campaign. But its figures do
not establish its proposition. If
it had stated New York and other
northern states, casting thirteen
electoral votes, would be necessa
ry to the success of the Demo
crats, it would have come nearer
to the facts. Under the new ap
portionment the south will have
152 votes. There is not much
doubt but that these 152 votes
will be cast for the Democratic
nominee for the presidency. If
the thirty-six votes of New York
should be cast likewise for the
Democratic candidate the total
number would be 1S8 and thirteen
more votes would be required for
election. The total number of
electoral votes under the new ap
portionment is 4.01. Of these 201
are necessary to the choice of
president. The fourteen votes of
the three Pacific states, with those
of New York and the south, would
elect the next president by two
majority. If the Democrats could
get Indiana or Ohio with New
York, they would also win the
fight in 1SS4; But the chances of
doing so cannot be said to be first
class. New Jersey's nine with

New York would not help them.
There does not seem to be much
chance for them in any other
uorthern state.
For the Republicans, the calcu
lation is quite different. There
are in all 249 northern votes. Of
these, as above Mated, 20 J are nec
essary to a choice. If the Pacific
states be eliminated, the total
number of northern votes will be
If the Republicans should
carry the entire north except New
York and the Pacific states, they
would fall one short of success.
If they should carry ail the north
except New York, Nevada or Or
egon could give them the victory.
They can lose New York and New
Jersey and win with the aid of the
Pacific states. It is therefore
quite evident that the battle will
be quite as hot hereabouts, as in
New York or any ot the northern
states. The Republicans are bad
ly handicapped on the Pacific
coast by their course on the Chi
nese question. The political per
fidy which that episode disclosed,
is quite appalling, but it may be
forgotten in the acts of the next
congress or in the course which
the national conventions may de
termine to pursue. The Pacific
states are themselves more likely
to hold the balance of power in
LSS-1, than New York.
A paragraph has been floating
about in the newspapers of late in
regard to the advantages of sleep
ing with the head to the north.
It is tiie time-worn theory that be
cause the electric current sets
toward the poles the body of
a sleeper should lie in the direc-!
tion of this vital fluid. The theory
is ingenious, but its fallacy has
been proved by experiment. The
chief theory about sleep is that
one must lie on the right side on
a good hard bed and have plenty
of air and ventilation in the sleep
ing chamber. With these prccau
tions, it makes no difference to-
xvards which point of the compass
the head is turned.
