Declaration of Intention.
The statement that responsible mr
tics have offered to buikl tlw Astoria
road for the land grunt and present the
road after its completion to the com
pany is received by ih.tjoiis represent
ing the party of tin wvoiid part with
wild incredulity. The Orcgonian is as
sured that the company would only
be too lad to accept an offer which
would imply a sift of three million dol
lars. At present an eJfort is making
to ascertain by actual survey whether,
in view of the nature of the country and
the probable amount of traffic, which
the land grant throws in, it would be a
sound business enterprise to undertake
the construction of the road or not. Jf
that be decided in the affirmative, con
struction will soon be undertaken. If
in the negative;, the enterprise will be
jjiven up and the land revert without
objection from the company to the pub
lic domain. -Mr. Villard says the com
pany, if it does not decide :o build the
road, will not attempt, as it does not

The above, which is evidently
ex ailhcdm, is of value as being
the first authoritative announce
ment of what "the party of the
second part" propose to do. It
goes further than Mr. Villard's
statements to the members of the
Astoria chamber of commerce.
In his interview with that body,
he disclaimed an' personal desire
to hold on to the grant. In the
above the last sentence makes a
definite avowal of tlni com
pany's attitude. If Mr. Villard
says that, (and the source
entitles the statement to credence,)
then he concedes all that This
Astokiax ever claimed; our
shibboleth has ever been: build
the road or relinquish the grant.
As a declaration of intention, the
last two sentences of the Oreyon
iarfs utterances are eminently
satisfactory.
The verbiage of the first two
sentences is ambiguous. The
Orcyonian, without directly de
nying "the statement that respon
sible parties,1' etc., implies disbe
lief in the statement. Does not
the Orcrjonian know tlnst such an
offer was made? Let it be clear
ly understood that in an' discus
sion of this matter reference is
made to that which transpired
over eight months ago. As for
"wild incredulity," the quaintness
of the phrase is its only claim to
notice.
A London dispatch says, it is
worthy of note what humor pre
vailed in nationalistic circles in
London Sunday night last, when
it became known that James Carey
had been shot. The item stating
that he had been killed was ten
dered to the news agency in Lon
don at midnight Sunday, but was
refused as no authority was given
for the statement. It line since
been ascertained that a telegram
had been received at Paris, from
Brindisir which was forwarded to
London Sunday night reading,
"James Carey has been shot; thank
God." As the" steamer Jfvrosc,
on which Carey was shot did not
reach Port Elizabeth until Mon
day, either this statement was
based on a mere surmise or the
statement which was openly made
in curtain nationalistic circles to
the effect that it had been prear
ranged to kill Carey on the last
Sunday in July was true.
A NAri.ES dispatch reports that
the burial of the victims of ihe
earthquake continues. Two hun
dred and eighty bodies were
buried at Cassamicciola, 00 at
Lucco, and 29 at Forio. The
latest estimates place the number
of deaths at between -100 and 500.'
As it would be impossible io re
cover and bury all the bodies,
the general ministry of public
works has ordered that in view of
the horrible exhalations from the
decomposing remains, uncovered
corpses be left where they lie and
liquid lime be poured over them.
The ruins made by the earthquake
at Casamicciola will thus be con
verted into one vast cemetery.
Ax editorial in the August Cen
tury aptly says: " 'If 'ou want a
thing done, do it j'ourself.' Musty
and stale seems that ancient phil
osophy. The corner-stone of mod
ern civilization is a maxim that
exactly reverses the ancient
apothegm, lIf you want a thing
done, get somebody else to do it.'
This is the law of the large sys
tem of industry, the foundation of
all the great fortunes. The power
of commanding the services of
Others, of laying tribute on the
farms and factories, the brain and
the sinew of our neighbors, was
never more coveted and never
more effectually employed than at
this day."

One of the planks in the Penn
sylvania Republican platform calls
for a distribution of all surplus
revenue among the several states.
Barker, of Philadelphia, its author,
thinks that the condition of the
finances of the government, result
ing from the existing sj-stem of
taxation, combined with the im
possibility of paying off the
larger portion of the national debt
before 1S91, has made the distri
bution of the surplus in some
form a necessity. He estimates
that by the year 1S01, when the
next bonds become payable,
the surplus in " the National
Treasury will amount to about
800,000,000, of whicli but G,
28C,950 can' bo used for canceling
bonds, the- remaining bonds run
ning to 1907. As under the
present condition the surplus in
the treasury will doubtless contin
ue to increase. He thinks that it is
imperative that some in-jasurcs b
adopted for its distribution, in or
der to prevent the disorganization
of the business of the country that
would follow the locking up of so
much capital. It will not do to cut
off the revenue, he says, because
we will need it after 1S91 for the
payment of the balance of the
debt. In order to prevent a
larger accumulation than is neces
sary, any one of four things may,
in his opinion, be' done: First,
spend the money in jobbery, which
every man witb a scheme to
plunder the treasury would advo
cate, but which the people would
condemn; second, reduce the tariff,
which, he declares, would be
practical free-trade, for if the
duties are to be lowered at all,
they must be lowered to a free
trade level, as otherwise the enor
mous increase in importations
that is sure to take place would
defeat the object of the reduction
by keeping .the revenues above
present necessities. Mr. Barker
is a protectionist, and, of course,
objects to this plan; third, to re
peal the remaining internal reve
nue taxes; fourth, to distribute the
surplus among the states, upon
the basis of their population. He
favors the last plan, and he lavors
it so strongly that he hopes it will,
in connection with the tariff be
the leading Republican issue in
the presidential campaign of 1SS4.
Tiikiik has been 2,200 miles of
track laid this year up to June
30th, and the JZailioay Aye says
the cost has been on an average,
with equipments, $25,000 per
mile, or 62,500,000. Allowing
five employes to each mile of
road, they are furnishing steady
occupation for 12,000 more men,
and they have done far more than
figures can indicate in developing
and enriching the country. With
few exceptions these roads have
been built to supply local de
man'ds. Tin: want of sufficient sawmill
capacity at Astoria occasions a se
rious expense in re-building the
O. R. & N. Co.'s docks here. The
logs are first taken from near Oak
Point to Portland, 80 miles. Af
ter being manufactured there the
lumber is brought back to Asto
ria, 110 miles. The extra expense
of taking the material this nearly
two hundred miles is estimated at
three dollars per thousand feet.
The deepest sea sounding ever
made was in the Pacific ocean in
1S74, near ihe entrance to Beh
rmg's sea. The depth was 4,G55
fathoms, and the cast was made
from the United States ship
Tuscarora. The shallowest water
in the middle of the Atlantic, 731
fathoms, shows the existence of
submarine mountains 10,55G feet

this country next October. Mat

cepted as a fact the assertion of an

the United States changed his

partment that'the reduction of the
public debt for July will be un
usually small, if there be any. An
estimate cannot be given.
The action- of the British house
of commons on the Suez canal
question gives satisfaction to the
French and - is considered a
guarantee of peace.
Skagit loggers have concluded
to disregard the log-scaling law, a
conclusion which the mill men
have likewise come to. If the
law is so unsatisfactory to both
loggers and men, the only ones
really concerned, says the Post
Inlelliycitccr, it should be re
pcaledj the only result of its con
tinuance being perhaps to make
trouble, cause delays, and give
fees to unneccssarv officials.
