The Astoria R. R.
About the first of last Decem
ber a proposition was made to the
Oregon and California R. Ii. Co.,
to build the road from Forest
Grove to Astoria and exchange it
for the land grant. By accepting
this proposition the present own
ers of the land grant would have
become the owners of a railroad
running from Forest Grove to As
toria without the expenditure of a
dollar. Jt was the intention of the
parties to begin at Astoria and
build as far as the Nehalem, thus
saving the grant from being for
feited. The proposition was not
accepted. It would be reasonable
to suppose that if the present
holders of the grant did not ac
cept such a proposition they would
of themselves build the road. But
in that we are mistaken. Seven
months have elapsed since that
proposition was made and we do
not see any serious movement

railroad. They may be intending
to build a railroad sometime in
the course of a few years. But at
present their actions clearly indi
cate that thi; policy of the compa
ny is to delay the building of the
road and also to delay the forfeit

possible.
By rejecting this proposition to
build the railroad without cost,
and refusing to build it them
selves, the Oregon and California
railroad company has made itself
the enemv of Oregon's best inter
ests. It is possible that the com
nam s interests are so interwoven

railroad company, and the Tacoma
and Portland land schemes, that it

was not considered best to build
the Astoria railroad. But when
we consider me company s con
tract to build the railroad within
six years, and its refusal to build
or allow others to build after
thirteen years, forbearance ceases
to be a virtue. The forty-eighth
congress convenes in Washington
next December. If we can iude
of its temper, the people as well as
the railroads will get a hearing: and
justioe. If our people now do
their part wo shall next winter
have this railroad aranl where it
belongs, and that is with the peo
pie. Astoria and the Nehalem
valley do not now need the as
sistance of any subsidy to secure
a railroad. We only want this in
cubus of a grant removed.

it. The. section is rough and
mountainous, and has few inhabi
tants. Jt has been allowed to
lapse into its primitive wildness
and there is now nothing left to
mark the spot out two heaps of
stones that once were the ehim
neys of the cabin and store. There
is nothing to cause the traveler to
dcubt the statement made by the
president himself, that when he
was a little lad in this mountain
home it was the custom of his
parents to hang a bell about his
neck, so that he might not be lost
amid the rocks and thickets
when he was permitted to go out
side tfee cabin door.

going to be done about the land
grants to those railroads which
were never built, except on paper
Decisions of his predecessors in
office were to the effect that the
grant was absolute to the parties
provided for in law and could be
held by them, the building of the
road being an oxtraneous condit
ion. He did not desire to overrule
his predecessors. Possibly
remedy to recover the lands under
the sb-callcd "lapsed grants"
might be found in congress or in
the courts.

symptoms of the terrible disease
made their appearance in a few
hours after his arrival from Cairo,
The news of the Khedive's condi
tion created a panic throughout
the city. The English physicians
are in constant attendance on the
stricken monarch.
Yesi-ekd ay's Oregonian has
an editorial upon Astoria which is
admirably written and is free from
distortion of facts. It pays a com
pliment to the place as a place and
clearly states the situation as re
gards the railroad and other
probable attributes of prosperity.
The article will do Astoria a serv
ice and is appreciated.
The royal geographical socie
''s expedition to Lake Victoria
was compelled to retreat on May
5th, when in latitude 35 north,
longitude 39 east, in consequence
of hostile demonstrations of na
tives. The expedition is now
making another attempt to con
tinue explorations.
It is reported in Constantinople
that Germany has refused to con
clude a treaty admitting Turkey
the triple alliance, but has
promised assistance should the
Porte appeal for aid or protection.

therein between said hours, shall, upon
being convicted thereof.be fined not ex
ceeding one hundred dollars, and shall
pay the costs of the prosecution, or be
imprisoned in the jail of said city not
