The Unarmed Nation.
"Our Duty in the Cause of In
ternational Peace" was the subject
of a recent address by General
Francis A. "Walker, at Smith Col
lege, Northampton. It closed as
follows: "Let us remain as we
are, without weapons of offense or
defense. Let our title be 'The
unarmed Nation.' For one, while
respecting the sentiment of those
high officers of army and navy and
those members of congressional
committees who feel themselves
responsible for the defensive con
dition of the country, and while
entertaining no strong antipathy
to the building of a few fast cruis
ers to carry our flag upou the seas,
I trust never to see a floating
castle, with a twenty-four-inch
plate and hundred-ton guns, built
for the service of the United
States. It is, I confess, a new
thought to me, and it may appear
to 3'ou, on the first hearing, unusu
al and vain; yet as I have earnest
ly pondered this subject during
the last few months, it has grown
to my view increasingly clear that,
first, the example of the United
States as an unarmed nation, and,
second, the force of its industrial
competition, with the vast advant
ages which immunity from con
scription and armament will give
to the people of this country, as to
the production and distribution of
wealth, are to become powerful
agents in breaking up the war
system of the world. Already
this, contemplation of our happier
lot is drawing the more prosperous
and adventurous of the inhabi
tants of Europe, a million a year,
to ourselves. Must not the time
soon come when increasing in
telligence and strengthening solf
confidence on the part of the peo
ple will lead them to demand that
freedom from conscription and
war taxes be not conditioned upon
expatriation? Be sure the demand
will be made. Be sure when the
demand is made in earnest the
statesmen of Europe will find a
way to abate and irt time to abol
ish the war system. "Will it be
long- possible for the nations of
Europe, unless they can rid them
selves of this incubus, to with
stand that competition, as wo grow
in numbers and productive power,
and as the facilities of communi
cation and transportation are mul
tiplied and perfected? 1 cannot
think so. When we have become
a hundred millions: when our an
ricultural production lias increased
two-fold; when our manufacturing
production has increased four-fold
all of which will come to pass
in thirty yaars with the improve
ments in transit and traffic rea
sonably to be anticipated within
ths same period, can the effect of
our competion be less than to
compel the statesmen of Europe
to reTease their people's shackles
and the burdens which conscrip
tion and almost universal arma
ment impose upon them? And if,
indeed, America shall then con
tribute to the downfall of the war
system, will it not prove the great
est of the blessings which the new
world has conferred upon the old?'"
The advantages of sawmills to
be built at Astoria are briefly
named. The logs can be obtained
at less cost than at any other
point. The vessels can be
chartered at less cost to
carry the lumber to any
Galifornia or foreign marker.
There is an abundant home de
mand as well as for export. In
the face of these facts and the
present high price for lumber, it
is strange that there are no mills
being built at Astoria.
Ex-Senator Wallace of Penn
sylvania, is said to aspire to the
next Democratic nomination" to
the presidency. During the time
that he has been in private life he
has carefully rebuilt his fortune,
and is now thought to be worth
$3j000,000.
The mills at Seattle are sawing
lour hundred thousand feet per day.
At Astoria, where we are in the
.heart of the best and most accessi
ble' lumber district of the north
west, we arc sawing 50.000 feet
per day.
The construction of railroads
thia year has fallen off nearly one
half from the number of miles
constructed the first of last year,
2,509 miles as against 4,990 miles
last year.
The idea of a canal through the
Isthmus like that of the Lesseps
was considered practicable, and
the excavation was actually com
menced 2,500 years ago, and in the
reign of Ptolemy Philadelphia?,
273 years before the Christian era,
the union of tlm two seas was per
fected. This canal passed very
nearly along the route of its mod
ern successor, entering the Red
Sea near the present town of
Suez, and was of sufficient depth
and breadth to allow of the pas
sage of galleys of a considerable
size. Moreover, it is an historical
fact that in the year :)1 15. C.
Cleopatra, after, the battle of Ac
tium, seeing that the forces of
Egypt were unable to resist those
of Rome, attempted to take her
fleet through it into the Red Sea,
with the view of escaping1 into a
distant land, a project which failed
from the hostility of the Arabs.
The channel existed for centuni-s
after the time of Cleopitra, Lu: j
became gradually locked up and
obliterated by the then unconquer
able sand.
The platform of the Pennsyl
vania Republicans has been fitly
characterized as a Dolly Varden
affair, full of brilliant colors and
moonshine platitudes," the most
striking plank being that suggest
ed by Barker, a political theorist
of Philadelphia, for a distribution
of the . surplus revenues for the
government among the states for
aid to education, and to relieve the
burden of taxation.
The eastern marriage endow
ment associations are meeting with
the same fate thst befell the Penn
sylvania graveyard life' insurance
swindling societies. In most of
the cases at the oast, the concerns
have turned out to be barren
frauds. Now and then one
honestly conducted one has been
found, but in most cases they are
the means used b' rascals to attain
infamous cuds.
Tin: PrnhibUiotiiM published
at Sacramento, Cul, is the latest
addition to our list. Its name
indicates its principles, -and its ex
istence depends upon its influence.
Thekk are indications that the
war is really over. The new party
platforms in Ohio, Pennsylvania,
Iowa, and Minnesota are silent on
the subject of "war issues'.
Ox January 1st last, there were
in operation in the United States
120',000 miles of railroad, out of
202,000 miles in the entire w.orld,
or nearly 4G per cent.
The cholera has appeared at
exact intervals of seventeen cars,
namely, 1S32, 1SJ9, ISGG and
18S3.
