An Open Oucstion.
The city council has, in its wis
dom, passed an ordinance whereby
the keeping open of any place in
Astoria for the transaction of any
business between the hours of
midnight and five a. m., is declared
a punishable offense. The intent
is most excellent; the practical
workings of the ordinance will oc
casion great inconvenience; the en
forcement of the ordinance will be
a question of considerable difiicul
ty. As a precept, it is admirable,
as a living law, it is impracticable.
We do not question the right,
(though it may be questioned,)
that a municipal body has, to set
certain hours in which business
shall or shall not be transacted,
but we certainly do question the
practicability of such an ordinance
as the city council passed last
Tuesday evening. It may not be
out of place for The Astokiax to
suggest that :i strict enforcement
by the proper officials of the laws
now on the statute book would be
mere effective and of more practi
cal avail than multiplying legal
enactments that must necessMrily
remain nusratorv.

gram was received to-day at the
Japanese Legation announcing the
death on Friday morning at ICioto.
Japan, of Iwakura, second prime
minister of Japan. X. Daijin, a
gentleman who knew him well,
says: "Iwakura was one of the
most distinguished men of Japan,
lie belonged to the old courL no
bility. The office he IkjU was
hereditary in his family. He took
a prominent part in the momen
tous events which led to the re
storation of the empire in 1SGS,
and also a distinguished share in
the important occurrences which
have marked the social and politi
cal history of Japan since that
event. In 1S7:1 he visited Ameri
ca and Europe at the head of the
embassy which was sent from
Japan to the western powers. He
had the credit of taking the lead
ing part in the inauguration on
his return home of the policy
which has since been followed by
the Japanese government, lie
was a man of fine presence,
singularly attractive manners and
of a pure and upright character.
Japan loses in his death u states
man whom it will be hard to re
place and whose name has become
historical in connection with the
greatest epoch in her national life.
He was a man who commanded
the respect and admiration of his
countrymen and foreigners alike.
Iwakura had been an invalid for
some time past, and the fatal result
of the malady from which he
suffered was not altogether unan

Lacour, Minister of Foreign Af
fairs, replying in the senate 3-es-terday
to a question by the Due
De Brogliei Orleanist, said that
France had not declared war
against Anam. There was no
thought as yet of establishing a
blockade in Anamese waters, but
France would certainly do so if
any other Power should supply
Anam with arms and ammunition.
Tuduc had not declared war
against France. On the contrary,
he had avowed his respect for the
existing treaties between France
and Anam. Challemel-Lacour be
lieved it to be untrue that Tuduc
had asked the assistance of China.
France, he said, had told Tuduc
she intended to have her settle
ment in Tonquin respected, and
she would prevent a band of Chi
nese and Anamites from commit
ting outrages oiFrcnch subjects.
In conclusion the minister said:
"Although there is not open war,
yet all the acts and language of
Tuduc and likewise of China and
her Embassadors, have been such
that we must consider ourselves at
war with Anam. If we are una
ble to restore order in Tonquin
without attacking Anam, we shall
not hesitate to ask the necessary
power of Parliament, but we have
not yet arrived at that point. "We
are determined to avenge the in
sult to our armies and the outrages
committed on the bodies of our
soldiers." Applause. The subject
was their dropped.
The Journal des Dcbats hopes
that the appointment of M. Wad
dington as French Embassador to
Great Britain will dispel the pres
ent differences between the two
nations. It says: France will
then be able to pursue her coloni-.
al poiic and 'prove that it satisfies
her ambitions. All useless pre
cautions against her will then
fall to the ground. She ioves
peace at home and needs it abroad.

will to-morrow in the House of
Commons officially declare the
government's position on the
Suez canal question, and well
informed persons have no doubt
that instead of allowing discussion,
the government will foreclose all
talk by announcing its decision,
for the Premier desires no debate.
The cabinet remains seriously di
vided on the whole subject. Chil
ders openly olierishes the hope
that when the question of the
government's agreement with De
Lesseps is placed before the
commons, if a division be aked.
the majority will ratify the com
pact. A majority of Clrilders'
colleagues, however, think he is
possessed of unreasonable hope
and describe him upon this ques
tion as living in a fool's paradise.
The cabinet agreement admits
that De Lesseps, by constructing
the present Suez canal, secured a
monopoly of the right to cut in
teroccanic canals in Egypt, and to
induce him to dig a second and
parallel water-way to accommo
date commerce, which is now often
blocked and soriously delayed be
"cause of the inadequacy of the
present ditch, stipulates that the
British government will seoure
him all the additional land he ma
need for canal purposes and will
lend him 3,000,000 at 31 per
cent for fifty years. In return for
these vast advantages the govern
ment binds De Lesseps to such an
increase in the British representa
tion in the canal diroctory as will
make it proportionate to the
actual amount of English money
invested in both canals; to finish
the second canal within fivft years,
and to place the management of
the ports of Suez, Ismailia and
Port Said in the hands of English
men. The compact, in addition,
secures to De Lesseps the life
presidenc' of the company.
Cholera at Oaxaca.
The Two Jiejublir.s', the Amer
ican papor published in Mexico, a
generally reliable and intelligent
journal, has made the startling
and unwelcome announcement of
cholera in the state of Oaxaca.
The journal gives no particulars,
which it ought to have done,
nor does it leave the point clear
as to whether the malady is tin
true Asiatic cholera or merely a
sporadic and local variety. If it
is only a disease of the cholera mor
bus type, the paper should have
said so. It may be remarked
there is no ground for the assertion
that it was the genuine Asiatic
disease, although it is a time
when its presence may not un
reasonably be looked for. This,
together with the fact of rumors
having existed several months ago
of cholera in the extreme southern
portion of Mexico, makes the
matter look at least suspicuous.
The large towns of central Mexico
are now connected by rail, and if
the cholera does exist in Oaxaca,
and if it is the contagious and
portable disease it is represented.
br many of the doctors and medi
cal writers, it may not be long
before the horrors now witnessed
in lower Egypt will be repeated
on this side of the Atlantic.
The surgeon-general of. the
Marine Hospital service at Wash
ington, has been informed that a
vessel from Vera Cruz has ap
peared off Apalachicola, and the
Collector at that port has been in
structed to send the vessel to Ship
Island. The surgeonrgeneral has
also been informed that smallpox
and yellow fever have appeared at
Matanzas and Clenfugas, and that
cholera is raging in Campeaclry
and in Oaxaca, Mexico.

midnight and the hour of five o'clock
the following fore noon within the cor
porate limits of the City of Astoria, and
any proprietor of anv such place of
business or amusement, causing or per
mitting the same to remain open or any

therein between said hours, shall, upon
