France and Esglnad.
New York, July 22. A cable
gram from London says: Public
feeling in France among all classes
bas become extremely bitter
towards England and the relations
between the two countries are be
coming decidedly unpleasant and
uncomfortable. The cause of it
bas.been comprehensive, includ
ing England's general hostility to
each step taken by France in her
foreign policy, the English attitude
in relation to French possessions
in Africa, Madagascar and Ton
quin, the Pakenham incident at
Tamatay and the De Lesseps im
broglio. The two countries sepa
ted widely when the Egyptian war
opened and circumstances have
since multiplied to widen the
breach. The canal difficulty, the
latest difference that has arisen,
grows more and more complicated,
and as an element of political
difficulty in England promises to
be the immediate occasion of the
downfall of the present govern
men. The Cholera Scare.
London, July 22. Europe is
again in a spasm of apprehension
at the approach of the cholera. It
has spread to Cairo and is raging
there with a virulence that may
well excite alarm, the deaths
numbering hundreds daily, accord
ing to a trustworthy observer, who
doubts the truth of the govern
ment returns and has investigated
for himself. New reports come
to hand of unspeakable horrors
endured by the unfortunate com
munities which the Khedive, in
obedience to the orders of the
English government, has selected
t inclose with cordons of troops.
Heretofore the Musselgian cities
have met the plague with their
usual fatalism and at the worst the
people have gone into the desert
until the pestilence has passed
over. Now a British sanitary whim,
having its origin in officialism and
not in medical science, confines
them to their walls and sends them
neither food nor medicine. The
rich escape by bribery, while the
poor take their chances or rush on
the bayonets of their guards to
find a preferable death or be driven
back into the pesthouse. Dami
etta and Mansourah are charnel
houses of putrefaction, full of un
buried dead and starving thou
sands monuments to the new
civilization and to Egypt's new
Pharaohs. The Indian mails are
no longer landed at Brindisi, but
are taken directly to England.
There is consequently, a great
outcry in France against the prob
able transfer through- French
territory, by way o.f England, of
infected goods from the east.
A Ckllcan Victory.
Lima, July 22. To-day's Diu
ria Official gives the details of the
battle at Huanco as reported to
General Lynch. Caceres had 4,
000 men, while the Chilean divrs
ion numbered 1,000. Caceres'
loss was from 800 to 1,000 killed
and a large number wounded.
Of the Chilean force 50 were kill
ed and 104- wounded. Several
Peruvian chiefs were killed.
Carceres and Riebara were
wounded. The Chileans captured
11 pieces of artillery and 800 ri
fles. Tbc Yellow Fever.
Havana, July '22.The num
ber of deaths from yellow fever in
Havana during the week ending
to-day was thirty-nine. The
butcher and a coal-passer on the
steamer City of Washington died
to-day. One of the two sick pas
sengers who was removed from
the steamer is General E. O. C.
Ord, who is very dangerously ill.
General Ord, with the others
who. are down with the fever,
haveTien placed in a good private
hospital.

aboard the steamship Alaska are
being pushed with great energy,
so that everything may be in read
iness by Tuesday morning. The
latest rumor afloat is that Freddie
Gebhardt has sold his ninning
horse Cole to Dwyer Bros., and
has instructed his bankers to con
vert 47,000 of his money into
English sovereigns. It is further
said that his valet has been busily
employed in moving small articles
of baggage from his Fifth-avenue
residence to the steamship Alaska.
The all-absorbing question at the
clubs is, "will he go with her?"
A report, which could not
be traced to any reliable source,
but which found many believers,
said that Mrs. Langtry was now in
New York city. One young gen
tleman who professes an intimate
acquaintance with the movements
of the Lily says that the Alaska
business is only a rnso to throw
people off the scent, and that
Freddie and the Lily will take
their departure from the port of
Boston.
Terrible Mornis Los ot Life and V.rcai
Destruction of Property.
Minneapolis, July 22. A ter
rific cyclone struck southern Min
nesota yesterday, mainry along
the line of the Chicago and North
western railroad. The town of
Elgin, in Olmstead count', was
totally destroyed, every building
being blown down or unroofed
within one minute after the storm
struck tho place. Mrs. Thayer
was killed and several others
wounded. AtT Owatonna great
damage was done, especially at
the fair grounds, where all the
buildings were wrecked. Several
persons were injured. One mile
west of that place a passenger
train was lifted from the track,
turned clear over, and twenty-five
or thirty persons injured. A. H.
"Williams of Rochester, Minn., was
injured in the back and chest; "W.
Rogers, internally; L. Dodleman
had his skull crushed. These are
the only ones feared to be fatally
injured. At Kasson the C3clone
struck one mile west of the town,
blowing down a schoolhouse and
several other buildings in its track.
At Mantorville three persons were
killed and eight wounded, three
fatally. At "NYukesha there was
great destruction of property and
one person killed.
Milwaukee, July 22. Wash
outs have occurred on nearly all
the railroads in this vicinity, and,
it is rumored, two trains were
thrown from the track and some
passengers slightly injured by
being thrown from their berths.
Mrs. Grace Faull was killed at
Dodgeville in the downfall of her
house, which was struck by a tor
nado. Another woman is reported
to have been killed at :i small
town near Dodfjevillc. Buildings
were blown down in overv direc
tion and crops prostrated.

Alexandria, July 22. The i
sanitary commission has decided
that all passengers must undergo
medical examination before leav
ing Egypt. The commission is
considering permanent sanitary
measures to be enforced against
vessels arriving at Egyptian ports
from Bombay.
Deaths from cholera, Saturday,
331, in Cairo and suburbs; 33 at
Mansurah, 17 at Samanoud, 2G at
Mehalua, 03 at Chibin, 22 at
Chobarat, 33 at Gticzh, 4 at
Damietta, llatZifteh, 8 at Men
zah, besides 34 in six villages.
Cairo, July 22. A sanitary
commission, consisting of General
Sir Evelyn Wood, Baker Pasha,
and General Stephenson will be
formed immediately. The inhabi
tants of the most infected dis
tricts of Benlah have been sent to
Turrah, ten miles up the Nile,
and their houses burned. The
officials t)f the department of the
state domains have been removed
to Helouan, a few miles further
up the Nile, where they are en
camped. A great quantity of tar
is burned in Cairo every night.
Cairo, July 22. Fifteen hun
dred inhabitants of Bulak have re
moved up the Nile. The owners
of the burned houses will be
idemnified. The natives oppose
the removal of patients to the
hospital. The disease is very sud
den in its effects. People fre
quently fall dead in the streets.
The epidemic is spreading north
ward as well as southward. The
disease is spreading elsewhere.
The mortality incroases hourly.
The inhabitants suddenly driven
out of their houses by the police
during Friday and Saturday
nights were huddled on board
barges. Hundreds of them evaded
the police and fled to the center
of the city, taking with them
their filthy bedding. Eight hun
dred of them landed &t Turaii
to-day. General Wood's troops'
compelled the others to return.
Since then there has been a case
of cholera among General Wood's J
forces at Turah. The deaths at
Caria really numbcre'd 431 be
tween 8 .. m. and U i ir. Sunda',
besides the fearful mortality among
the Egyptian artillery. The na
tives of Abbazy are panic-stricken.
The British oflicers have to bury
the dead.

New Vokk, July 22d. The
five upper floors of the Munro
building, from 17 to 27 Yaude wa
ter street, were gutted by fire this
afternoon. The floors below were'
flooded with water, and every
tenant suffered more or less. Total
loss, about $300,000. Many nar
row escapes, but no lires lost. No
one seriously injured. The build
ing is eight stories high and the
firemen worked at great disad
vantage. Thirteen firemen were
cut off by fire and smoke in the
eighth floor. They were rescued
by means of a rope. Nine other
firemen, imprisoned on the same
floor, were also rescued in a simi
lar way. The firemen on tho roof
were ordered off about a minute
before it fell. The cause of the
fire was spontaneous combustion.
About 1,000 persons were em
ployed in the building, but
few will be thrown out of employ

graph referring to the interna
tional rifle match, praises the
courage with which the Ameri
cans, who have cultivated military
shooting for a comparatively brief
period, camo to struggle with ex
perienced shots. "It is possible,"
says the Telegraph, "that the
Americans were defeated because
their weapons were inferior at
longer ranges. The English should
not boast of their victory, as, at
what may be considered military:
ranges, they were beaten on their
own around."
