A Definite Offer.
We are informed that an offer
to build a railroad from Astoria to
the "Willamette valley has been
made to the Astoria and "SVinne
mucca railroad company. The
proposition is to build the road of
standard gauge and steel rails,
providing that a subsidy of two.
hundred thousand dollars be raised,
conditioned on and payable after
its completion to the Willamette
valley. The partios disclaim any
connection with tne Oregon Cen
tral railroad, and offer to back up
their proposition with a satisfac
tory deposit in an Astoria bank.
The Coming' Campaign.
There is but one way says
Harper's Weekly, in which the
evident plan of the Democratic
party can be successfully met, and
that way is, not to rely upon dis
trust of that party, but to culti
vate trust in the Republican party.
The Democratic plan is substanti
ally to declare that however
tainted it may have been with
treason and treachery to equal
rights in the past, however
honey-combed with corruption,
however dependent upon igno
rance and the support of the
most dangerous classes, however
dangerously wrong upon every
great issue since the war, however
cowardly in - shirking all actual
present questions, and however
plainly a mere desperate conspir
acy to obtain control of the gov
ernment for the sake of plunder
the Democratic party mav be, its
success involving a complete
overthrow ot reiorm, it is
still more trustworthy than
tne itepuDiican part', wnicu is
smirched with the "Whiskey Ring
swindles, and the Star Route
swindles, and the Belknap swind
dles, and the salary grab, and the
third-term plot, and a ruyriad oth
er similar "jobs and thefts and
crimes. The. argument will bo
that no reform is possible until
such a party is turned out, and
that it can be turned out only
by putting in the Democratic
party. That such a plan is shrewd
and promising is undeniable. It
is equally undeniable that it can
be successfully countered in one
way onl, and that is, uot by say
ing that the Republican party
saved the Union and emancipated
the slaves, but by proving that the
Republican party, although, like
everj' party which is long in power,
it has developed abuses, has pun
ished its own rascals and reformed
its own offenses.
Tue action of the Astoria com
mittee of safety elicits considera
ble outside opinion. The follow
ing, from the Oregon tan, embodies
the rational view of the case
"The citizens of Astoria have
done the right thing, and, happily,
at the right time. They have not
waited till hoodlumism yielded its
natural fruit of violent crimes and
when violent remedies would be
required; but by a prompt stitch
in time have saved themselves the
pain of great emergencies. They
have proceeded with great care
and every man to whom the lash
has been applied has richly merited
punishment. They have ridded
their city of a vicious element and
without bloodshed or expense."
