That any person or per sons who shall bo convicted be- iore the police judge of this city, of violating any of the provisions of section one (1) of this ordinance, snail oe lined not more than one kandred (100) dollars at the dis cretion of the police judge, to gether "with the costs of the pros cation, and in default of pay ment of such fine and costs, the Senders shall stand committed to the jail of this city, until payment of said fine and costs, for a num ber of days specified, and not ex ceeding ten (10). It is a queer condition of cap tivity in which the newspaper re porters who had been sent from foreign lands to describe the cor onation of the Russian Czar found themselves. They were hospita oij received, and eacn man was presented with a rather costly gold badge and a small sum of public Money, the latter ostensibly for carriage hire. But when thov were ready to send their dispatch es they found themselves entirely in the power of their hosts.
