It S well known that nearly ev
ery "Wisconsin poenris worth more
than $500, but there 'are excep
tions, and ,thd opinion of the au

b"ixid. The great and constantly
growing demand in Chicago and
other literary centres for Wiscon
sin poems ia so likely to cause pro
fessional criminals to engage in
the business of stealing thorn that
some trustworthy method of ascer
taining tHeir exact market value
should be established. -
la Wisconsin the law clearly
define ,lhe -difference between
petit and grand larceny. White,
to steal some Wisconsin poems
would unquestionably come under
the latter head, the purloining of
others might properly be classed
xradsr the former. To prevent
any injustice and at the same time
to render it certain that the man
who carries .away a rare poem
shall be punished with the severi
ty his crime deserves, well regu
lated Wisconsin courts should re
fer the valuation of the produc
tion to a committee of literateurs
competent to pass judgment.
If every poet is to be per
mitted to settle the value of
his verses, it will be possible
to send a man, whose fond
ness for them may lead him to ob
tain possession of them feloniously,
to prison for life. A man may
"esasionally steal a Wisconsin
poem worth not more than fifteen
cents, and to commit him to the
penitentiary for a long term of
years merely because the author
considers his verses worth the
usual rates would be manifest
injustice. On the other hand, a
person making off with an ode
worth many thousands of dollars
would be held responsible for his
crime and punished accordingly.
With some such equitable rule
as this ia force, Wisconsin poets
would not be afraid to travel alone,
as is now the case.

Oxe of the most striking of the
numeroui tables issued by the Bu
reau of Statistics on the subject of
immigration shows the decrease of
late years, both absolutely and
comparatively, in the arrivals from
Ireland. In 1S51 these had reach
ed their greatest abundance, the
number being 221,253. Thirty
years later, in 1SS1, they had
fallen to less than a third to
70,909 in the greatest of all
immigration years. In 1S?7 thoy
had dropped to only 13,791, or to
less than one in sixteen of the
amount a quarter of a century
before. In the two years Jb'31
and 1S52 nearly 400,000 Irish
landed in the country; but such
beary draughts on the population
of the island at last had their
effect, and the tremendous outflow
fell off in quantity. Another fact
of interest on this subject, much
lets generally known, is that
during the last thirty years the
immigration from England has as
steadily increased as that from
Ireland has fallen off. In 1851
tht immigration from Ire
land was more than 250 times as
great as that from England; but
in 1SS1 tlie English immigration
sBoretbn 5,000 larger than the
Irish. "Tn forty years our English
immigration has increased from
only 147 in a year to 76,547.
It might be well for our cbttn

the secretary of the interior
