A Poor Plan.
Complaints against railroad
corporations are constantly made
ia"tiafe United States, yet all the
erils that may arise from the ex
istence of such corporations are
eryfar less than those which
must proceed from the system of
railroad buildiogfadopted in Aus
tralia. The governments of the
different provinces," says an ex
ckmje,."are building their own
Uses. There are no private rail
roads at alL The lines that have
been built pay the'interest on the
money borrowed to construct
tkem. Several new roads are be
ing projected. There is, therefore,
cbe&p transportation in Australia,
because the dividends of stock
holders are -eliminated from the
problem."

sibly do for Australia while the
provinces or states between which
tfee country is divided, are limited
in population and in resources, but
jit will not work well in a great
and populous nation where the
people esteem the maintenance of
fpolitical'freedom as a primary ne
cessity. Under any situation,
there are too many government
officers, and the power of govern
ment is overshadowing; but if
railroads and other enterprises of
the kind are to be owned and con
trolled by the government and
managed by government agents,
tkat power will become irresisti
ble, and the political part' that
once possesses it can never be
turned out short of a violent revo
lution. All the grounds of dissatisfac
tion that may arise from the man
agement of private railway corpo
rations are as nothing compared
irith the deadly mischiefs that
must proceed from a system of
paternal and omnipotent govern
ment. Moreover, cheapness of trans
portation is much more probable
where there are many competing
railroads than when all the roads
are'owned and run by the gov-M-ent,
without anv competition at
all.
Tkc Xew Tariff Law.
The treasury department has
decided a troublesome question
with reference to the new tariff
law. The question involves the
transition from the old law to the
new, and the settlement definitely
as what goods upon July are
subject to the new tariff. The
law provides "that all imported
goods, wares and merchandise
which may be in the public stores
or. bonded warehouses on the day
ana year wnen tms act snail go
into effect shall be subjected to no
other duty upon the entry thereof
than if the same were imported
respectively after that day." The
new law goes into effect at a cer
tain hour inevitably, therefore
whenthe hands of the clock shall
divide the old law from the
sew cargoes of merchandise
at .the great ports of entry
will be half on the ships
and half on the dock, or perhaps
will be scattered clear from the
hold of the vessel which brought
it over to the bonded warehouses.
The question raised was how
ihbuld the goods in transit at this
moment be regarded with refer
ence to the rate of dutv; should
only goods which had actually
reached the bonded warehouse be
made to pay according to the new
tariff? or should merchandise
simply lauded on the dock be
treated as having entered the
warehouses? Should they go a
step further, and apply the same
rale to such merchandise as still
remains on board the vessels, or
ch as might indeed be on the
way across the ocean? These
questions have proved very
trottbieeone to the depart
ment, but it was necessary they
sfceald be decided before the
Jaw went into effect The ruling
mub accordingly been made,
that all goods which have been
tttered prior to July 1, whether
they have actually reached the
hoded warehouse or not, will be
treated as though they actually
were ia the public stores or bonded
' warehoveee on that day. No mat
tec "where the goods may be,
whether oa the dock or in the hold
" Jtt the vessels, if they have been
imported according to the records
of the custom house, the new
duty will be charged the same
as though they had actually
crossed the threshold of the bond
ed warehouse. This ruling will bo
satisfactory to more importers, it
is believed, than would have been
the case had the decision made
the new dut' applicable only to
such goods as were actually in
bond, as provided literally in the
act. This is because that upon
most of the imports the new tariff
will be lower than the present
rates. There are many things,
however,upon which the new duty
will be h'gher than that now as
sessed, and it is expected at the
department that importers of such
goods will demur to the ruling
and carry the matter to the courts.
In any event, therefore, there will
be lawsuits at the very first in the
application of. the new law, and
not improbably the very consti
tutionality of the act will be as
sailed.
A Wisconsin court had decided
in favor of a woman who had ap
plied for a divorce, but the formal
decree was likely to be delayed
until the next da ller law3er
protested, and being compelled to
give reason lor tne nurry,
be explained that his client's be
trothed second husband "was in
the room, and that the couple
wished to so at once to a minister
for marriage. The judge ordered
the decree to be made out forth
with. Tun senate has passed a bill in
corporating the Cape Cod ship
canal com pan v, with a capital of
5,000,000. The company is re
quired to deposit $200,000 with
the state as a guarantee of good
faith.
Tun government signal station
at Point Barrow on the Arctic
ocean is to be abandoned. The
northernmost station will then be
one to be maintained at St.
Michael's.
