Questions like tHe following no
. doubt often arise in the minds of
our rc'aHers. Is it better for Clat
sop county and vicinity that the
Astoria land grant should be
earned by the building of the rail
road, or would it be better for the
whole coun'try-that the land grant
be declared forfeited. It may be
s&kI in favor of the latter proposi
tion that if the grant is now de
clared forfeited we should have a
railroad built immediately. True,
it "would not be a railroad run
ning in connection with, or
more particularly under the con
trol of the Villard system, but it
would be a railroad built for the
trade in lumber, coal" and iron,
were .the land grant or claim to
the grant.out of the way.

congress this winter. "We should
have, in that case, both the settle
ment of the country and a railroad
immediately connecting Astoria
with "the" AY illamette valley.
On the other band it may be
said that if the Vjllard combina
tion build the roid this year to
earn' the grant, that Astoria would
probably be the most important
terminus of the Northern EaciGc
ruuiroaa; large saw mills would
arise to work up the logs which
would be brought out of the Ne
halem by the railroad. The
steamers of the Oregon Improve
ment company as well as sail ves
sels would bo employed in carry
ing this lumber to very port on
the Pacific; the coal in the Neha
lent would be mined and used to
supply all the steamers and for
San Francisco shipment, while
grain elevators and a large dry
dock would also be built to sup
. ply the pressing needs of a fast
increasing commerce.
The Astouian has always tried
to be just to the railroad company
that is at once developing this
northwest coast and its own mag
nificent fortune, and in constantly
iterating and reiterating its dic-
.tum that the Astoria railroad must
be built or the Astoria land grant
forfeited, has assumed a position
that at once concedes all rights
that the railroad can reasonably
claim and demands all rights that
the people, the original owners of
the soil naturally hold. It must
be remembered that that grant
was made by Congress for a help
to the building of the road to As
toria; it was net intended by our
national legislators that this grant
should be held until it of itself b'1
cvne of more intrinsic value than
the colt of the proposed railroad
aad then "earned" by the company.
Nor was it intended that it should
be held seven ears after the spec--lified
time for building, as a har
rier to other parties who are will
ing totbuild a railroad through the
same country. We are reliably
informed that an offer was made
to Villard last fall to build the
railroad from Astoria to Forest
rGrove fotthe land grant, or rather
for a quit-claim deed to whatever
right or title his company is alleged
to"po6sess. The proposed terms
were, in general, that Villard
should exchange the Astoria land
''criatjj&the Completed road to
Astoria. These parties, who were
responsible financially and other
"v!sej would have built the greater
part of the road this year, so as to
tbj.surc of the grant ere Congress
met again.
JfriVillard'has an engineerin
aad surveying party at present in
the field. It is manifest that at
tWpresent rate of speed nothing
.in tthe way of construction can be
done this season, -if indeed the
sarrey and preliminary workings
can incompleted. A due regard

would suggest that thirty or forty
Miles of the road be built from
Astoria this season. It may be

to wait until his one party now
between here and Forest Grove
shall report before he can make
any definite decision regarding
the building of the road, it may bo
a futile proceeding on his part.
There exists no reason for delay
beyond this summer in building
the road. If it is not built this
summer the indications are that
congress will declare the grant
forfeited. A close examination of
eastern exchanges indicates a
general feeling throughout the
country against further govern
mental 'dalliance with the people's
domain, and it is right that it
should be so.
The Railway Reporter says
that the Cleveland, Akron, and
Columbus Railroad company have
recently issued a new time card,
based on the twenty-four hours
system that of numbering the
hours of the day from one to twenty-four,
instead of making two di
visions of twelve hours each des
ignated or distinguished as ante
meridian and post meridian a.
u. and P. 11. At present still an
other designation is used, that of
M. when 12 midday is to be dis
tinguished from 12 p. m. The
Reporter saj's that this company
isthc first to employ this continu
ous system; but in reality the
method is a very old one, coeval
with the history of clocks, and is
still in use in some parts of south
eastern Europe. The llcporter
adds, that "the day begins at mid
night, as under the common sys
tem, but there is no possibility ot
confusion between forenoon and
afternoon hours. The great ad
vantage of this scheme in a rail
road time table will be seen at
ence: 7 a. ,v. and 7 p. m. are fre
quently misprinted or misunder
stood, while no one will confound
7 o'clock with 19 o'clock. Any
watch or clock can be adapted to
the system by simply putting the
extension of the hours in a circle
just inside of those already on the
face. The exterior numbers will
then be consulted up to 12 o'clock
(noon), and the interior ones for
the remainder of the dav.
Tiiere are two popular notions
about death that, though they con
tradict one another, have adher
ents throughout Christendom.
One is that what is called a natur
al death takes place with the ebb
of the tide; the other, that it oc
curs after midnight, in what are
called the small hours before dawn.
Recent New York records show,
as might have been expected, that
the Black Rider, who respects
neither age nor worldly condition,
is indifferent in timing his visits.
In that city in one week the great
est number of deaths took place at
11 o'clock in the day, when there
were seven; but there were five
deaths in each of the hours of 3, 4,
7 and 10 o'clock in the morning
and 3, 4, "and 7 o'clock in the even
ing. Four persons died at 5
o'clock, G o'clock, and at 9 o'clock
in the morning and at 1 o'clock
and G o'clock in the evening, and
three persons died at each of the
hours of 1 and 2 o'clock a. m. and
S, 10, and 11 o'clock p. m. There
happened to be no deaths at 5
o'clock in the evening. There
were 10 more deaths before noon
than after it.
The State Journal says reports
of fine crop prospects continue to
come from eastern Oregon and
Washington. The grain yield in
Umatilla county will be several
times greater than before.
Wasco county, too, expects a fine
crop.
