Probably Pix ley is prejudiced: probably he for gets that though it should be their "own soil," it isn't In general Ik, as wall as others in discussing 'the situation, does not state the real reason for the troublous times that since the days of Strongbow have racked the Emerald Isle. A free state and its members are ene: the rulers and the ruled haTe no contrasted interests: the public and the private energies are intimately connected. A sense of national glory, of high national character, a love of the com mon weal, the fruitful source f generous sentiments and noble deeds animate and dignify the individual, develop the under standing, give birth to lofty thought and call forth the benevo lent and useful passions of the hu man heart. But when this is wanting, when a people are sub servient to the will, worked by the guile and ruled by the prejudice of another state, the character and conduct of that unfortunate peo ple betray the abject misery of its condition. National indepen dence does not insure national virture nor happiness but experi ence demonstrates that public spirit and general happiness are in rain looked for under the wither ing influence of provincial subjec tion. In Ireland is hard, incessant labor, but no industry; there are industrial resources but not indus try itself. And can any one won der? Man's industry does not arise from instinctive impulse; it springs from his wants, his aspira tions, his sense of duty and love of fame. It embraces the material and intellectual world is impelled by the sordid and animated by the generous affections, is connected with all that is mean and every thing that is noble in the human breast; with the miser and the slave it grovels on the earth; with philosophy and liberty it mounts to heaven. The gross portion of its nature may exist in any clime where the animal "can breathe, but ercryrcelestial particle will perish where the mind is not conscious of freedom, and where the heart is not confident in the protection and enjoyment of independent legisla tion and equal rights and laws. In the history of provincial servitude no instance can bo found sojstriking, so afflicting, so humilia ting as Ireland of the influence of moral causes in counteracting the physical aptitudes of nature, and producing want, ignorane and wretchedness, where all the out lines of creation seemed formed for power and happiness. Seven -centuries o'f suffering . have not sufficed to extinguish the impulse of resistance, and futile though the effort may be yet it is but the continuous result of as continuous ui cause.
