The New Government Vessels .
It begins to look as if ex-Commander
Gorringe might yet prove
quit as uncomfortable a person
to the nav3r department as lie was
before he left. In an interview
about the new cruisers he is thus
reperted: "I notice that the de
partment calls for several vossols,
and the second paragraph of the
advertisement seems to require
that all bidders shall be prepared
to build both the hulls and en
gines of these ships or the engines
only. If it means this, it excludes
all but three of the shipbuilders of
this country, for only three of our
iron shipyards are fitted to build
both hulls and engines. But T am
not discouraged about this. I
mean to put in my bids, and I may
say to you that I have already ar
ranged with cte of the most com
petent engine builders in the coun
try to build the engines, if my bid
should be accepted by the depart
ment. About four-fifths of the
English war vessels have their
hulls built in government dock
yards. Hull building and engine
building, though closely allied,
are essentially different businesses.
At least two-thirds of the English
shipbuilders do not build engines.

hour, which now-a-days cannot bo
considered fast enough to keep
out of the way of a modern ship of
superior force, is all that is re
qnired. To set a fourteen-knot
cruiser to catch a seventeen-knot
trans-Atlantic steamer would be
like setting a pig to catch a grey
hound. No passenger steamer is
highly thought of in these days
which will not average a mean sea
speed of fifteen knot6;. A man-of-war
to be effective must be able
to catch such steamers. The En
glish have now a mnof-war frig
ate which steams eighteen and
one-quarter knots. She has done
it, and they are building more
such ships. What would le the
use of our cruisers, going at the
highest mean sea speed of fourteen
knots, against such ships as these,
or against the trans-Atlantic
steamers now in use, which, in
case of war would be turned into
cruisers by the English govern
ment." The iron stonc deposits of Eng
land coverfJ50 Square miles of
territory, and have an average
yield of 0,000 tons por acre. The
estimated contents reach the
enormous amount of five thousand
million tons, and the coal district
has ton thousand million tons, yet
these immense recourses are in the
hands of a few men.
