The Astoria Railroad.
s Elsewhere is presented a ver-
batim report of Mr. Villard's re
. cent remarks to a committee from
the chamber of commerce of this
city. Ilis statements arejto be ac
cepted as facts, his opinions as
honest, his expressions throughout,
as sincere. He gives considerable
valuable insight into the history of
the 0. & C. R. R., and in his allu
sions to the action of the chamber
of commerce in aitatin the land
grant makes public a little bit oi
history that was news to a good
many, viz: that the Astoria land
grant is mortgaged in trust in
common with other portions of
railraod grants, which trust is held
by "three English gentlemen
for the benefit of the bondholders,"
and that it would appear to be so
tied up as to be practically impos
sible for any one to relinquish
the "claim." Had Mr. Villard
gone further and elucidated what
shadow of a "claim' any "gentle
man" whether English, American,
German or Chinese, had to the
great timber lands of Clatsop, Col
umbia and "Washington counties,
he would have made a val
uable addition to local histo
ry. In point of fact, and as a
matter of equity, the companies
that Mr. Yillard so ably represents
have as much right to the town
site of Astoria as they have to any
land in the vicinity, which was
granted on conditional terms that
were never complied with by the
corporation to which such condi
tional grant was made. This is
something that needs no argument.
It is either true or false, and its
truth or falsity cannot be affected
by conflicting assertions. The
Astoriax has always taken this
position; it says to Mr. Villard's
cempanies: The grant is 3'ours
when you build the road from As
toria to Forest Grove; as the mat
ter stands it is no one's; you for
feited the grant by not building
the road at the time agreed upon,
your excuse that you had no spare
time or money wouldn't stand in
any court of equity m the world;
but if you build the road it will
be unnecessary to hold iiuy post
mortem examination of what has
or hasn't been done. Build the
road or make "way for others who
will build it. Tht road is to be
built. If your corporations fail to
see the advantages that will ac
crue to themselves, stand aside;
you can't hold the grant and not
build the road. This has been
our platform, and though glad that
Mr. Yillard speaks in such a frank
and cordial manner we see no rea
son to modify it.
Nor is there any "pleading" on
the part of Astorians in reference
to this thing. On the contrary it
is a demand. Astorians know the
value of that magnificent scope of
country, the ownership to which
is suppositionally vested in "three
English gentlemen," and do not
:plead" with Mr. Villard for any
thing. A tract of land seventy-five
miles long and twenty miles wide;
fifteen hundred square miles, nine
hundred and sixty thousand acres,
(worth at the lowest calculation five
dollars an acre or over four and a
half millions of dollars) which is
what the Astoria land grant com
prises, is an empire in itself; the
timber alone would pay for build
ing the road; thirty thousand dol
lars a mile for seventy-five miles
would be two and a quarter mil
lion, leaving a handsome margin
of profit. Mr. Villard is shrewd
enough to see this and it is proba
ble further discussion will be ren
dered unnecessary by the road be
ing built.
Irish Nationalists.
The Land League convention
which was in cession in Philadel
phia last week, adjourned on the
27th. That erratic individual.
Jerry O'Donovan, who some years
ago took the name of Rossa, was
squelched. The convention adopt
ed a dignified protest against Eng
land's constant treatment of Ire
land, and also some resolutions,
suggesting the formation of "The
Irish National League of America"
whose objects are declared to be:
Earnestly and actively to sus
tain the Irish National League in
Ireland with moral and material
aid, in achieving self-government
for Ireland. To procure a clearer
and more accurate understanding
by the American people of the
political, industrial and social con
dition of Ireland, that they may J
see for themselves that her poverty
is the result of centuries of brute
force and destructive legislation,
and that, if permitted to make her
own laws on her own soil, she will
demonstrate the possession of all
essentials, natural and ideal, for
self-government, beneficial alike
to Ireland and the United States.
To promote the development of
Irish manufactories by encourag
ing their importation into the
United States; to circulate pre
pared literature in schools and so
cieties, that the justice of our
cause may be thoroughly defended
against ignorance and malice; to
encourage the study of the Irish
