England aud her Irish Troubles.
Nek Yokk, April 20. The Tribune
says on yesterday's disclosures in Dub
lin: "These plots were formed in
New York. The money was raised
here, the agents selected and sent out
to do their work of destruction, and
they were not Irish refugees, but
Americans. These are facts which
the United States government will
haTe to face. If there is no law, lo
cal, state or national; under which
these crimes can be punished the time
has come for its enactment. Govern
ments of Christendom will be forced
for mutual protection to discriminate
between political offences and dyna
mite crimes." Orcgonian Special.
This is in the same vein as the
London Economist, which says:
"It is,we believe, true that England
could not compel America to suppress
Irish conspiracies, but ic is not neces
sarily true thntshe could notindace her.
The Americans-a grave,kindly and, in
the main, religious people are certain
not to tolerate for long an avowed
'war' against a friendly people carried
on by their own quests, by means
against which not only their own con
sciences but their own views of the
expedient and fitting instinctively re
volt. The Irish vote is strong in the
Union but not very strong, as the
'Know-Nothini;' movement showed,
while the Irish Irreconcilable vote is
very weak. Sooner or later the Ameri
cans are sure to decide that 'this thing
must end and the moment that is
decided neither the constitution of
the Union nor the laws of individual
states will prevent the will of the
people from becoming executive. The
Irreconcilables would then be at war
with the whole world, an impossible
position, as indeed some of the
wildest of themselves public! ac
knowledge." Put into plain English this
means that the Economist expects
the people of the United States,
because they arc "grave, kindly
and in the main religious," to exe
cute a sentence of Judge Lynch
upon the "Irish Irreconcilables"
without regard to "the constitution
of the Union or the laws of indi
vidual states." It would be dif
ficult to put into word a more
baseless and preposterous expec
tation than this, or one more in
sulting in its essence to the char
acter and common sense of the
American people. Undoubtedly
the condition of Ireland is a source
okvexation and annoyance to the
United States, and nothing is
more likely than that the people
of the United States may decide
sooner or later that '-this thing
must end." But it by no means
follows that the people of the
United States, when they come to
this decision, will decide that in
order to bring "this thing"' to an
end the Union must be set at
naught in order to put the "Irish
Irreconcilables" at the mercy of
the English government. Eng
land may learn something from
the story of the relations of the
United States with the Cuban in
surrection and the Spanish govern
ment. The revolt against Spain
which began in Cuba in 18G8 en
listed the sympathies of many peo
ple in this country. As the strug
gle went on it became quite clear
that the arsenal and the treasury
of the Cuban rebels were estab
lished in the United States. Cu
bans in the United States orjran
ized association and torpedo bat
teries and gunpowder plots against
the power of Spain in Cuba. The
Cuban cause was warmly and
openly supported not only in the
press but on the floor of congress.
Spain remonstrated with the Wash
ington government against all
these contributions to the rebel
lion, at least as earnestly as Eng
land now remonstrates against the
shelter afforded by our laws and
customs to Irish refugees sus
pected by England in dabbling in
dynamite. But Spain was told
that if she wished to see an end of
this thing she must make an end
of it herself, by making an end of
Cuban discontent and disaffection
The administration of President
Grant said to Spain in substance:
"How can we put a stop to these
conspiracies and these manifesta
tions of sympathy with the Cuban
insurgents against your rule ex
cepting at the price of a profound
modification of our system of
government and of a most serious
interference with the individual
liberties of the American people?
. We decline to pay such a price for
the pleasure of obeying you."
And the result "was that Spain
found herself compelled to put
a stop to the rebellion and to re
store public order in Cuba.
It was John Stuart who said in
Parliament in 1SG6 that when the
captain of a ship or the master of
a school found it necessary to re
sort continually to the cat-o-hine-tails
or the birch in order to keep
his crew or his classes quiet and
at work, nothing more was needed
to show that there must be some
thing out of gear in his manage
ment. "When a government finds
itself compelled to resort continu
ally to force and violeuce in order
to maintain a show of peace and in
a given country, who can resist
the inference that the government
in question does not know how to
govern? The writ of habeas cor
pus has long been suspended in
Ireland, trial by jury has been dis
pensed with, and aliens may at j
any moment be expelled by the
government without atrial. Every
newspaper which comes from Lon
don teems with offensive comments
on the United States and on
American citizens. The .Econo
mist is a notably calm and reason
able English journal. Yet what
can be more offensive than the in-
timation so broadly made by thej
Economist that a desire to secure
Irish votes is at tho botto a of our
impatience of England's inability
to deal effectually with Irish dis
content? As a matter of fact, not
one "native American" in twenty
has any wish to see Ireland em
broiled in war with England. But
certainly not one "native Ameri
can" in twenty wishes to see Ire-!
land compelled by British bayo
nets to maintain a connection with
England whieh breeds only mur
ders in the one Island and dyna
mite explosions in the other.
Mr. Bright said in 1SCG that -Uf
the majority of the people of Ire
i
land, counted fairly out, had their
will and had the power they would
unmoor the island and its fasten
ings in the deep and move it at
least 2,000 miles to the west."
What was true of Ireland in 1SGG
is not less true in 1883. Ameri
cans arc not responsible for this
and Americans regret this, without
reference to the origin of the feel
ing, whether in tradition of race or
in tradition of religion. The feel
ing, whateverer its source may be,
is a constant menace to the repose
of the United States as well as to
the prosperity of Great Britain.
The exchange of angry notes
growing out of this feeling be
tween Lord Granville and Mr.
Frelinghuysen would disturb vast
interests on both sides the Atlantic.
Americans, therefore, are deeply
interested in dealing fairly, calmly
and effectually with the difficulties
between England and Ireland out
of which this dangerous feelinjj
arises. But they cannot accept
the excited passions of England
as safe guides to action on this
side of the Atlantic!
Under the laws of tho Unitod
States myriads of Irishmen have
been induced to establish them
selves in America. They have be
como American citizens. Of
course they sympathize deeply
with their fathers, mothers, broth
ers, sisters and kindred left be
hind them. How can that be pre
vented? Men's sympathies and
opinions are free, and the speech
of men is free in America, nor can
a man's freedom of speech be in
terfered with here, no matter how
violent he may be, unless his
speech tends to the injury of some
one living, like himself, under
American laws. To go from New
York to London is not a crime.
Assassination is as odious here as
in England. Americans are as
averse as Englishmen from terror
ism and dynamite as means of
correcting misgovern men t But
what Americans will insist on is
that the British government shall
summon up good sense and ener
gy enough to restore order, peace
and contentment in Ireland.
