Finding It Out.
In the long run more evil than
good -will result from the wild
abuse of the river and harbor bill
of last year. That fierce onslaught
prevented the passage of an' river
and harbor bill at the last session
of congress, and this failure will
necessitate a stoppage and longer
delay in numerous improvements
of national importance. The
Baltimore American prints the re
port of a board of trade committee
showing that the appropriation for
the improvement of the approaches
to Baltimore harbor will be ex
hausted before another appropria
tion can be made, and that there
will inevitably be a cessation of
the work for a considerable time.
The New York Herald which
led to the onslaught that intimia
ted congress, is now complaining
of the stoppage of the work at
Hell Gate. It says that "the fail
ure of the last river and harbor bill
involved, at least, one misfortune
interruption of the labors
in progress at Hell Gate." The
Mississippi valley is even more
disappointed than are the business
men of New York and Baltimore.
Demagoguery of a very small type
prevailed over statesmanship, cow
ardice got the better of patriotism
when congress declined to appro
priate money from an overflowing
treasury to carry on works that
had been maturely considered and
whose completion the whole coun
try demands. Improvement of the
Columbia river and the commer
cial interests of the Northwest suf
fer along with the rest.

The St. Louis Globe says that

been dangerously ill, hut is now
dangerously well.
The Cincinnati JEnquirer charges

lead and defraud the public.
The largest sum ever paid for a
railroad ticket in Kansas was $5,

from Kansas City to San Francisco

The cominjr man can hardly
get a better religion than to be
honest in little things as well as
in great, and to look for what is
good in his fellow-men rathpr than
for what is bad in them.
A queer and easy method of
shoemaking is practiced by the
dwellers on the island of St.
Helena. It consists of wrapping
around the feet the soft, warm
skin of the pot fish, which, drying,
retains the shape of the foot.
A bill introduced in the Arkan
sas legislature, which will proba
bly become a law, provides that
two or more persons armed with
deadly weapons who shall attempt
to rob any public conveyance
shall, upon conviction, be hanged.
The bill for the punishment of
wife-beaters, which has passed the
Tennessee legislature, provides
that the whipping-post shall be
erected in a public place, and that
the number of lashes to be laid on
shall be fixed by the jury before
which the offender shall be tried.
Quebec proposes to take a long
step toward barbarism. The pro
vince is actually considering and
will, we think, adopt a proposition
to farm out the insane. The bill
now pending in the legislature em
powers the government to contract
with any responsible corporation
or individual to take entire charge
of these unfortunates for a term of
ten or twenty years for the sum oi
$130 for each patient cared for.
'It is hardly to be expected"
says the Orego)iian, "that the 0.
R. & N. Co., which furnished a
steamer last 'ear to wash the sand
from the St Helens bar, can spare
one of their boats this car, when
all are so busily pngaged; and the
work there after the spring, flood
will have to be done with the
dredger. It has been suggested
that the city dredger which does
good service in sand, be sent to St.
Helens, but under the provisions
of the city "charter this cannot be
directly done. However, the
council could lease the dredger to
the board of trade for a merely
nominal sum" and" trfe'work could
be done under the direction of the
later organization. There certain
ly would be no objection to this
arrangementon the part of any tax
payer, as improvement of the St..
Helens bar is as directly in the
interest of Portland as improve
ment at Swan Island. And it
must not be forgotten that unless
the river channels arc kept open
we shall suffer seriously. This
matter has never been so import
ant as it is now. The eyes of the
commercial world are upon us,
and what .we do or fail to do this
year may be' greatly in our favor
or greatly to our disadvantage."
Tite "Washington Post thinks
that "the neglect of the Mississippi
must be set down as one of the
great mistakes of the forty-seventh
cengress." Yea, verily, and its
neglect of the Columbia was as
egregious an omission.

mon Council of the City of Astoria pro
pose to order the improvement of that
portion of Genevieve strei't betw een lhe
north side of Chenamus street and the
south side of Seventh street all in the
City of Astoria as laid out and recorded
by John McClure and extended by Cy
rus Olney, in Clatsop county, Oregon,
by piling, capping, and planking the
same to its full width from said north
side of Chenamus street to the outh
side ot Astor street, and by grading and
filling the same to its full width from
said south side of Astor street to said
south side of said Seventh street, the
said Genevieve street to be improved to
the grade for which notice is now being
given by publication in The Daily
Astoriak, of said city of Astoria; also
by building sidewalks on both side-, of
said street, eight feet wide from .said
Chenamus street to said Court street in
said city.
And unless a remonstrance signed by
the owners of two-thirds of the prop
erty fronting on said portion of .said
street be filed with the Auditor and
Clerk of said city within ten dajs of
the final publication of this notice, viz.
May 9th, 1883, the Common Council of
said City of Astoria, will order said im
provements to be made,
