eral Crook, who has been down in
Mexico to consult with Mexican
officers regarding action against
the Indians, considers the situation
serious and says no report of what
the Mexican troups have done
have been allowed publicity, but
they have killed a good many
Apaches and have spared neither
women or children. General
Crook does not think that the
Indians can be successfully fought
with regular troops, and will
therefor employ Indian scouts, to
which the Mexican authorities
have assented, and will permit
our scouts to cross the border in
pursuit of hostiles. Concerning
the threatened raid on San Carlo3
reservation by bands of armed
citizens, General Crook has given
orders to allow the San Carlos
Indians to defend themselves.

authority for the statement that
recent sales of Oregon and Trans
continental stock have been for
the account of parties interested
in Northern Pacific lands, who
realize on Oregon and Transconti
nental for the purpose of buying
Northern Pacific preferred. It is
believed that an effort will be
made to advance Transcontinental
as soon as Villard arrives at Port
land, which will be to-day or to

Rochester, April 14. Patrick
Egan, John Devoy, editor of the
Irish Nation and James Mooney,
president of the land league of
America, addressed a large meet
ing of Irishmen yesterday. They
denied that the land league advo
cated assassination.

Odessa, April 1G. The trial by
a military court of 2G members of
the South Russian Northmen's
confederation, some of the mem
bers of which were prosecuted by
Strelinkon and murdered, conclud
ed to-day. All the prisoners were
convicted. Three were sentenced
to penal servitude for life, seven
to 15 years, penal servitude, four
to 10 years and four to four j'ears.
Eight were banished to Siberia.

Chicago, April 1G. Congress
man Springer of Illinois, who has
been in this city since Thursday,
was interviewed to-day in regard
to the published statement that
the general sentiment of the dem
ocratic leaders who were in atten
dance at the Iroquois banquet fa
vored Tilden for the standard
bearer in 1SS-L Springer said the
meeting was not in the interest of
any presidential candidate, and as
far as he knew, no preference for
individual candidates was express
ed. Its only object was to enun
ciate democratic principles and to
voice the sentiment of the party
on the great questions of the day.
There was an overwhelming senti
ment, however, in favor of tariff
for revenue only, and it was his
conviction that representatives of
the northwest would demand the
insertion of this plank m the plat
form of the next democratic nation
al convention.

tle Garden yesterday 4,400 immi
grants landed from six foreign
bteamships. .Germans, Hungari
ans, Dutch, Scandinavians, Scotch,
English, Irish, "Welch, Italians,
nd Polish Jews were massed to
gether within the space included
by the walls of the old Fort Cas
tle. It was the largest number of
arrivals upon any one day since
August last.
Three gunboats are cruising off
Queenstown, waiting to intercept
a vessel from America having on
board a consignment of infernal
machines.

THE PRE-EMPTION LAW.
Tne qualifications required of
a pre-eraptor are that he (or she)
shall be a citizen of the United
States, (or have declared an inten
tion to become such;) over 21 years
of age or the head of a family; an
actual inhabitant of the tract
claimed; and not to be the proprie
ter of 320 acres of land in any
state or territory. A person who
has removed from land of his own
to reside on public land in the
same state or territory, or who has
previously exercised his pre-emption
right, is not a qualified pre
emptor. Lands included in any
reservation, or within the limits of
an incorporated town, or selected
as the site for a city or town, or
actually settled and occupied for
purposes of trade and business
and not for agriculture, or on
which there are any known salines
or minerals, are not subject to pre
emption. If the land is surveyed,
but has not been "offered," the
declaratory statement must be
filed within three months from
date of settlement. 'If upon offer
ed" land, the filing must be made
within thirty days. If the land is
unsurveyed at the time of settle
ment, the declaratory statement
must be filled within three months
after the date of filing the town
ship plat in the local office. Fail
ure to file a declaratory statement
within the time prescribed makes
the land liable to the claim of any
adverse settler who does file notice
of his intention at the proper time.
The land office fee for filing a de
claratory statement is $2 except in
the Pacific states and territories,
where the fee is 3. A pre-emption
filing can be made only bj
an actual settler on the land. A
filing without settlement is fraudu
lent, and no rights are acquired
thereby. The existence of a pre
emption filing on a tract of land
does not prevent another filing to
be made of the same land, subject
50 any valid rights acquired by
virtue of the former filing and ac
tual settlement, if any. On offer
ed lands proof and payment must;
be made within twelve months
from the date of settlement.
If the land is unoffered, proof and
payment may be made within
three months from date of settle
ment. A failure to make a proof
and payment as prescribed by
law, renders the land subject to
appropriation by the first legal
applicant. The first requirements
of actual inhabitancy and improve
ment must be observed under the
pre-emption law as under the
homestead law. Failure to in
habit and improve the land in
good faith, as required by law,
renders the claim subject to con-!

and cancellation. Final proof in
the pre-emption case must be
made to the satisfaction of ' the
register and receiver, whose de
cision, as in other cases, is sub
ject to examination and review
by this office. Publication of
notice to make proof is required
as in homestead cases. The final
affidavit must be made before the,
register or receiver, or before the
clerk of the court of record in the
county and state or territory
where the land is situated. The
pre-emptor is required to make
oath that he has not previously
exercised his pre-emption right;
that he is not the owner of 320
acres of land; that he has not
settled upon and improved the
land to sell the same on specula
tion, but in good faith to appro
priate it to his own exclusive use;
that he lias not made aiiy con
tract or agreement, directly or
indirectly, in any way or manner,
with any person whomesoever, by
which the title he ma' acquire
from the United States shall inure
in whole or in part to the benefit
of any person except himself.
Any person swearing falsely
forfeits all right to the land and to
the purchase money paid, besides
being liable to prosecution under
the criminal laws of the United
States.

Where Leaves are too Lazy to Pall.
On two occasions I have wit
nessed brakes whistled down and
a train load of passengers stopped
in the pine woods, while the con
ductor slowly ambled off to a ne.it
cottage in a little orange grove,
and kissed his wif and a large
family of children, ranged along
on top of the fence. I think it
was his wife, but there was some
speculation in regard to it. Ani

But quite recently Captain J. A.
Lawson has discovered in the little-known
island of New Guinea a
peak that is still higher, which he
has appropriately called Mount
Hercules, and fixes its elevation
at 32,786 feet above the level of
the sea.

ports announce that the British
ship Connaught and the American
ships Gettysburg and Southern
Chief are ashore near Victoria,
driven by a violent storm which
has been raging since last Friday.

bilged, with her fore and main
masts gone. A later telegram
says the British bark Tiger is
also ashore. Telegrams received
here regarding these disasters are
meagre, but suffice to indicate
serious damage to shipping on
northern coasts.
