ENGLAND EXCITED.
English papers- say that the
quantity and kind of the explosives
which have been gathered in the
heart of London were appalling.
There was enough to have killed
thousands, and to have shattered
a vast area of building. How it
was collected and handled without
accident seems incredible. The
crown authorities at Woolwich,
who examined 200 pounds of nitro
glycerine brought to London by
the police, shuddered to think that
it had been carried in a jolting
cab through the streets of London.
The belief among the police is that
the explosion at "Westminister was
designed to be a practical demon
stration to the members of the
conspiracy of the ease and safety
ro themselves with which the'
could act. They are convinced
that the intention was to blow up
a large number of public struct
ures simultaneously, and to pro
cure at all hazards an explosion
&bout some part of "Windsor castle,
where the queen is at present liv
ing. It is also intimated that it
was designed to reach, as nearly
as possible, some of the members
of the government.
Tne police entertain no doubt
that "Whitehead, Norman3 Galla
gher, "Wilson and O'Connor are di
rectly concerned in the plot on a
great scale, probably aiming at a
simultaneous explosion in various
parts of London. It is believed
there that the arrests have baffled
tho conspiracy for the present.
The press discusses fhe matter with
coolness and good sense. No hu
man being doubts that the plot
was Irish-American, and the con
nection of nearly every prisoner
with America is being clearly
proved. American dispatches are
being scanned with interest to dis
cover what line the American
government under these circum
stances will.be likely.4totakelipw,,
Nothing that could with
propriety be called a panic
-exists in tho publip mind here
respectinjr the discoveries of
plots and dynamite factories,
but great uneasiness is felt in
official quarters. There is much
surprise here at the fact that all
the plots were carried out by means
of money which is openly collected
in the United States for the pur
pose, and remitted by well known
agents of the dynamite party in
New York. That these agents
should be allowed to pursue their
operations without hinderance by
the Americans is regarded as an
unfriendly act, which the United
States would not tolerate in its
own case from anothor nation.
The Pall Mall Gazette points
out that the bomb explodes every
week in Italy, and that France,
Russia, Germany and Austria are
familiar witn its sound, and that
no one can see the direction of
popular tendencies across the At
lantic withour seeing before long
that dynamite may be commis
sioned against the millionaires of the
United States. The English peo
ple in general oannot view it in
this light, in their unreasonable
and panic-stricken frame of mind,
and are convinced that Americans
are, in a great part, responsible
for it all.
As an example of shiftlessness,
a lady traveling in North Carolina
tells of the manner in which the
daily work of a house among the
mountains was carried en: ''There
seemed to be only one household
appliance a tin basin. It was
first used for milking; next the
biscuits were mixed in it; then it
came into play as a wash basin:
afterward the baby was washed in
it; then it was used for cooking
hominy, and, finally, the dishes
were washed in it. It had served
the diverse ends of dairy, kitchen
nd nurserv!"
A merchant in the interior
-claims to have received the follow
ing order from a customer recently:
"Please send me by barrer 5
pounds of shugor, thre pounds of
cofy, and sum little nales. Mi
wife had a baby last nite; and to
padlocks and & monkey rench."
Tha American Isthmus.
Charles De Lesseps, son of
Count Ferdinand De Lesseps, and
M. Dauzils and Captain Richier of
the Panama Canal company arrived
at New York last Thursday from
Aspinwall. In regard to the
time of completing the canal De
Lesseps said:
"It is well known by those who
took an interest in the prospect
that the first two years were to be
devoted to preparation and that
the work was to begin in the third
year, and that 1SSS was to see the
marriage of the two oceans. Such
was the programme of my father,
and I have no apprehension but
that it will be successfully carried
out."
"In what state is the work
now?"
"We are now at the begin
ning of the third year and at the
beginning of the work. Wc have
established a line of villages from
Colon to Panama. The country
has been thoroughly surveyed and
tho actual work of excavation be
gun. Two large dredges are at
work at Colon and two ready to
begin work. One is crossing the
ocean and a third very large one,
from Philadelphia, was met by us
being towed into the harbor of
Colon as we were coming out.
Steam excavators are at work all
along the line."
"How mauy men have you em
ployed on the work now?"
"We have at present 7000."
"Is there any difficulty on ac
coutre of the sanitary condition of
the country?"
"Well, as to that," said De
Lesseps, motioning toward him
self and Dauzils, "we are speci
mens of what the climate is for
Europeans. We have been there
for three months and traveled
over every part of the line of the
proposed canal. Of the 7,000 men
employed-ronly1 OO-arenhT
hospital of the company, and of
these only fifteen were seriously
ill."
"Work will be carried on from
both sides of the isthmus, will it
not?"
"Yes. In a week or so the
Franco-American Dredging com
pany will have dredgers at work
at Panama. Though the excava
ting and dredging is now going on
with all possible rapidity, it will
be a year before tho work will be
gin to look like a canal."

blessing to suffering mankind.

Troubles of the Csar-
A St. Petersburg special says:
"The grand ceremony at Moscow, '
at first represented as having been
set for April or May at the latest, '
may now be put off until June.'
One thing is certaiu the date hasi
now been left blank in the invita-'
tions forwarded to foreign powers.
Precautions of all kinds are con
tinually invented in the hope of
thwarting the efforts of the nihi
lists. It is now ascertained that
the minister of the interior, the
director of police and the general
of the army have enlisted 40,000
men from the ranks of the mou
jicks and promoted them to those
of nobility. These men will be
ciotnca in tne garo worn oy pri
vate citizens and stationed on the
day of the coronation between the
palace of Petrowoski and Kremlin.
They will mingle with the crowds
and appear as mere lookers-on.
All will be armed and will have
the password and will be organ
ized to act in a body against the
nihilists or other disturbers of the
ceremonies. Moreover in each
house in Moscow one person who
is not tho usual janitor, has been
designated by the police, who will
be held responsible for the doings
of the inhabitants of such house.
These preparations are expected
to constitute a strict juard over
the whole population of the city.
These persons singled out by the
police to do such guard duty are
as so many hostages in the hands
of the authorities, their own lives
and liberty depending on the good
behavior of every inhabitant in
each house.

Herr Most spoke at a meeting

crowned, and approved the course
