The Black Hand.
"The Black Hand" is an organ
ization of anarchists in Spain sim
ilar to that of the old "Internation
ale," that is waging war upon
landed proprietors, particularly in
Andalusia. Workmen in large
numbers have been drawn into the
society, whose chief object is an
agrarian revolution. It has de
clared war against landed proprie
tors, and has commenced work by
the commission of horrible out
rages. One dispatch dated Mad
rid, February 2Sth, says: "It is
reported that tv.entv-one armed
men, masked, and supposed to be
members of a secret society, en
tered a farm the day before yes
terday, at Puerto Serrano, in Au
dalusia.( They murdered the men,
outraged the women and destroyed
everything in the place." A later
dispatch said: "It is reported
that several plantations in Anda
lusia have been partially destroj'ed.
Some emissa of the anarchists
have been arrested, and they are
found to be furnished with fresh
orders from the secret societies,
which seem determined to make a
vigorous resistance to the authori
ties." Arrests are now numerous,
and it is said documents of a high
ly treasonable character have been
discovered. The military force in
Andalusia has been increased, but
"The Black Hand" has not been
suppresed.
A few days ago a wagon and
team were lost in Snake river,
above Eagle Rock, 1. T. Snake
river is unlike any other stream,
unless it be the Colorado. A body
carried off by the current is never
seen or heard of afterwards.

for the proposed improvement of Cedar
Street in Shively's Astoria from tho west
end of Cedar street to the east side of
Salmon street, in the manner provided

ing Cedar street in that portion of said
