An International electric ex
hibition -will be held this year at
Vienna under the patronage of
Archduke Rudolph of Austria.
A bill prescribing the whipping
post as the penalty for wife whip
ping has passed the Illinois house
of representatives.
In response to a recent adver
tisement in New York for four
lady copyists at $10 per week,
there were over three hundred ap
plicants. Persecution of Jews in Russia
continues. The latest outrage re
ported is an attempt to blow up a
Jewish bank at Taganrog with
dynamite.
It is now said that there is no
foundation for the report started
some time since that the Prince of
"Wales intended visiting the United
States this 3'ear.
The contractors for the 2S0
miles of the Northern Pacific rail
road remaining to be constructed
promise that the gap will be closed
before the 1st of September next.
Three foreign industrial exhibit
ions will attract tourists this year.
The most pretentious is to be held
in Amsterdam, and affords our
manufacturers a good opportunity
for bringing their wares into notice
abroad. A grand show of Irish
products will be opened at Cork,
and an exhibition of fisheries is to
come off" in London. In the last
this country is to be extremely
well represented.
Frederick N. Crouch, the com
poser of "Kathleen Mavourneen,"
is a gray-haired man, who lives on
poor fare in Baltimore. A tat
tered coat of Confederate gray
keeps some of the cold out. He
is now out of employment and too
old to help himself. He has a wife
and five children. He tries to
smile cheerily at fate, but ad
mits that he needs help.
The Boston Transcript says the
tariff is instituted to protect Amer
ican laboring people, and so com
plete is this protection that the
owners of a cotton mill have made
arrangements to bring 450 mill
girls from Galway. Strange that
everything, to a shoe-nail that the
American worklngman consumes
is increased in price by a duty-tax,
while in the one thing that he has
to sell labor there is free trade.
Rutland, Vt., is to have a mon
ument to her citizen soldiers which
will have some unique features
about it. The plan is for a fire
proof library building of marble,
in whose main hall shall be, not
tablets of brass or marble, as is us
ual, but a great book of vellum,
bound in metal and written in
India ink, a page devoted to the
history of each soldier, which shall
there be written in imperishable
letters. This book, placed upon
an elevated stand, will be the cen
tral point of the hall.
The Boston Herald sees no
good reason why a republic should
pension its superannuated civil
servants. They choose the ser
vice voluntarily; they do not ex
pose their lives in the discharge of
duty; the work is light, and the
pay, upon an average, is consider
ably higher than for corresponding
work in private employ; and un
der the new law the tenure is se
cure during good behavior. Sure
ly, under these conditions the em
ployees of the government are as
well able to lay aside something
to support themselves in old age
as are persons in other occupa
tions. Associations for mutual
relief could very easily be formed,
to which members should pay a
small sum monthly as an aditional
insurance against illness and inca
pacity; but there is no good reason
why the people should pension re
tired office-holders.
Unexplored Australia is 'said
to contain prizes for enterprising
travellers. The great 'central
desert theory, and many other
myths, have long been exploded
but an immense area of country
remains practically untrodden.
In two colonies alone south
Australia and western Australia
there are upwards of 800,000
square miles of which little or
nothing is known, and in the
northern peninsula of Queensland
another 10,000 square miles re
main unexplored. Mr. Charles
Palmerston, a jearorament sur

table lands between Herberton
and the Queensland coast. He re
ports that this highly favored re
gion possesses a flora of incredible
luxurance, broad sheets of water
falling overhigh basaltic precipices
and the richest soil in Australia,
and is inhabited by tribes exhibit
ing characteristics which distin
guish them from the other natives
of Queensland. Those who seek
the seclusion which the north pole
grants could do better by travers
ing these wilds.
In response to a question as to
the future of the Democratic party,
Congressman Singleton, of Illinois,
a democratic member recently
said: "If there is a hole that the
demoorats can fall into they will
do it. If they will judiciously
utilize the advantages they now
possess, their future is a bright
one. Tho trouble is that we have
got too large a majority in tho
next congress. Too many men
want to leau. rresiuentat aspi
rants among us may be our down
fall. If prudent, we can hold the
sentiment of the country now in
our favor, make a clean record
and win the presidency. It is for
tunate for us that the republicans
passed the tariff biil. The demo
crats would have been torn all to
pieces in attempting to adjust it
next winter. The southern men
are getting to be protectionests,
and in twenty years the greatest
claims for protection will come
from the southern states.
Prof. Lendstrom has suc
ceeded in creating an artificial
aurora borealis. At a point in
Finland, G7 degrees north, he
placed a network of copper wire,
terminating in many perpendicu
lar points, on the top of two moun
tains, one of which is G,000 feet
high. This network of wire he
connected with the earth at the
bottom of each hill, in the usual
manner. The result was the
formation of an aurora borealis,
rising above the mountain top to
an elevation estimated at 360 feet
The atmospheric electricity at
tracted to the earth by the copper
created this phenomenon.
It is thought that the snail pace
of the C. P. trains may be quick
ened by competition this season.
The Jarrett-Palmer troupe in 1S75
demonstrated that good time could
be made across the continent if
the railroad management would
allow it. "When all four lines get
to running, the transcontinental
traveler will be assured quick pas
sage. "Call no man happy till he
dies," said the sage. The Arkan
sas legislature has changed the
name of Dorsey county to De
Soto count'.
During the first nine days of
February there were ninety-one
suicides in Berlin.
John Brown, Queen Victoria's
favorite Scotch gillie, died at
Windsor castle last "Wednesdays

street, in Shivclj'"s Astoria, in Clatsop
County, Oregon, from West-Gth street
to the west end of Arch street, the grade
to he as follews: At the intersection
with West-Gth street, 120 feet; at west
7th street, 110 feet; at West-Sth street,
124 feet: at West-'Jth street. 120 feet:
and at the west end of Arcli street, 103
feet above the base of grades, as estab
lished by ordinance No. 71, of said City,
and unless a remonstrance signed by
the owners of two-thirds of tlie property
adjacent to said nart of said Arch street,
be fded with the Auditor and Clerk of
said city within ten days from the final
publication of this notice, namely, on
or before April 21st, 1883. said grade
will be established. And notice is also
hereby given that said Common Coun
cil propose to improve said part of Arch
street by grading the same to its full
width and to said proposed grade, and
by constructing side walks six feet wide
on eacli side thereof, and unless a like
remonstrance against said improve
ment be fiied with said Auditor and
Clerk within said time, said Common
Council will order said improvement to
he made. By order of the Common
