Extortion.
The San Francisco Chronicle
is doing good work in ventilating
the present outrageous system of
court clerk fees in California.
It publishes itemized bills
rendered litigants and the
statements of prominent attorneys
reiauve inereio. it looks like a
swindle on the part of officials,
and if it cannot be reached by
criminal process the evil can at
least be stopped. The Chronicle
gives one instance wherein an at
torney says:
"If you will promise not to pub
lish my name I will tell you an
instance of how exorbitant and
unjust the charges in the circuit
court are. Some time ago I had a
case there and desired to obtain
copies of the testimony. I had
made arrangements to have it
copied at a cost of $25. "When I
asked for the original in the clerk's
office, I was refused on the ground
that the copying was one of the
perquisities of that office. I then
aked what the cost would be, and,
to my utter astonishment, was
told that it would exceed $300.
1 protested vigorously, and by dint
of pleading hard I succeeded in
getting it reduced to $200. Again,
why should the courts here be
allowed to charge double fees?
Living expenses here are no higher
than elsewhere and half that
amount would be ample compen
sation. But please don't mention
my name, for it would expose me
to great trouble. The circuit
conrt of the United States, you
must know, are a law unto them
selves, from which there is prac
tically no appeal. It takes five
3'ears to push a matter through
the supreme court, and but very
few and only the richest litigants
care to undertake an appeal to
that tribunal. It is a matter that
cries loudly for reform.
Informal publicity is given to
the fact that a movement is on
foot in Hongkong to organize a
regular steamer service between
that place and northwestern ports
of the Pacific coast. It is also
stated that the venture is purely
experimental, and that final action
would depend largely upon the
success attending the return of the
first steamer from the proposed
route. "With a view of testing its
opportunities for the direct ship
ment of merchandise between the
ports above named, the steanier
C. T. Hook was sent out from
Hongkong with a miscellaneous
cargo of Chinese goods and a large
number of coolie laborers for the
Canadian Pacific railroad. On the
return of the steamer to the home
port the advisability of establishing
a line of steamers was considered,
and it was finally concluded to
establish a new route bj' the sail
ing of monthly steamers. The
route has been considerably
changed from that originally con
templated, with the object of
securing an available return of
freights, and so much of the course
as applied to the direct route from
Hongkong to Victoria has been
recently altered so as to embrace
a stoppage at Portland on the re
turn voyage; thence to San Fran
cisco, where those wishing to visit
their country would be taken back,
and those coming from China, and
having the proper certificates,
would be landed from that port.
The vessel would next visit the
Sandwich Islands, making Hono
lulu the last outside stopping place,
and then sailiug for Hongkong.
It is published that the Canadian
Government has outdone the
United States in making land
grants and conferring other bene
fits upon its Pacific road. The
Canadian Pacific railray company
is one of the richest corporations
in the world. It started out with
a grant of 756 miles of road built
and in operation; another grant of
25,000,000 acres of land, said to be
worth on the average $5 per acre,
and a government guarantee of
the clear gift of 25,000,000, to be
paid by installments, so much upon
the completion of each section of
twenty miles. Its charter exempts
tba road, equipment and capital
stock from taxes forever, and it
has free right of way, with all the
materials for construction and
equipment free from duty. The
whole mileage to be built by the
' company is less than 2,400 miles.
The astern h&lf of it -will not cost
more than $15,000 a mile, or $18,
000,000. The western half, includ
ing passage through two ranges of
mountains, may cost an average of
$35,000 a mile or $42,000,000 a
total probable cost of $60,000,000,
of which the government pays
$25,000,000, leaving for the com
pany but $35,000,000, which 7,
000,000 acres of their land grant
from Winnipeg westward will pay.
They will then have left their en
tire capital stock and 18,000,000
acres of land for the construction
of connections and branches and
equipments, and for the creation
of connecting lines of steamships
from Montreal to Europe.
In a learned discussion the
supreme court of the United
States says that the federal goy
ernment has no power to keep a
state from repudiationg its debts
or violating its contracts. In the
abstract the decision is a sound
one, but the application will have
the unfortunate effect of justifying
the dishonesty of shortsighted
commonwealths.

people, and to reach whom he has
been obliged to travel 448,000
miles. He is nov 05 years old
and in the forty-first of his caieer
as a lecturer.
A Jersey paper says Robeson
will present a melancholy sight as
he walks alone on the Jersey coast
watching for the fragments of the
ship of state, which he is certain
will go to wreck now that he has
been discharged from the crew.
When it comes to a choice be
tween starvation at home and a
seven-by-nine office on the frontier,
an ex-congressman accepts the
latter with thanks, and it is
astonishing to see the facility with
which a great man will adapt him
self to a small place.
Two propositions go to the vo
ters of Ohio to be decided at the
next fall election. The first au
thorizes the general assembly to
provide for levying special taxes
or assessments on the liquor traffic.
The second forever prohibits the
manufacture and traffic in intoxicat
ing liquors in the state.
Once more the mysterious
mounds of the Mississippi river
bottom are being used as places of
refuge by the people. They must
have been built largely for that
very purpose as a place of safety
for both living and dead and are
curiously servicable to the very
men of our civilization who almost
ruin themselves making levees,
which last but a day.
"They say" that the president's
idiosyncracy is the cut of his trous
ers; that he had a tailor on from
New York to cut him a pair and
was so pleased with the immacu
late fit of them that he made the
man cut eight pairs before he left;
also, that the material was first
laid down on the floor, and then
the president was laid down on it,
and, when one side was cut, the
tailor deftly flopped him over as if
he had been a griddle-cake, and
cut the other side; which is un
questionably one of the biggist
tarradiddles ever told, even in
"Washington.
The Philadelphia JPre6s wants
the work of publishing the pension
lists hurried up. Just why the
publication of the pension lists
should be delayed till congress as
sembles next winter is not appar
ent. If there is any use of their
publication at all it is that frauds
may be detected. The people are
a good deal more likely to detect
the frauds than any congress, and
the sooner the lists are published
and in the hands of the people
the sooner the frauds will be
detected, if there are any. As
the money for the publication has
been appropriated there seems to
be no good reason why the work
should not be completed as speed
ily as possible.

that city. It goes ahead of an'
delineation ever made by an un
friendly hand: This city swarms
with the bacteria of social disease.
It is a carbuncle of corruption.
Our municipal administration is
the menstruum through which the
parasites of ruin are propagated.
Their alliance with the thieves,
prostitutes, gamblers and iucbiiate
makers stimulates the fester. Un
der their regime Chicago is becom
ing every day more of a physical
and moral sewer. We arc ruined
by bad men because the wise
amonjr us are not wise enough to
see that the most important thing
they can attend to is the politics
that is to determine whether or
not the community to which they
intrust their lives, their property
and their children, shall be ruled
by the whisky saloon, the gamb
ling hell and the bagnio.
