being such, and fancies he is dis
charging his duty, when he is, in
fact, only obeying his propensities.

Often what a man takes for
the dictate of conscience is noth
ing more than a whiff of impulse,
a caprice which an undisciplined
mind cannot distinguish from the
deliberate decision of a competent
intelligence; and the more irre
sistible the impulse, the more sud
den and vehement the caprice,
the more it is likely to represent
itself to his imagination as an im
perious command to the monitor
within. There are persons who
can not discriminate between de
sire and duty. These are precise
ly the characters most prone to
be dogged and persistent in their
blunder, and to dress it, both to
themselves and to the world, in
the gaudiest guise. In most in
stances of this sort, mental confu
fusion or defect must bear the
blame, because it is the origin of
the faults which are laid at the
door of conscientiousness, and of
ten unrighteously suffered to pass
under its name. But mere con
ceit is the source of the malady;
and in such the deceitful veil
should be rudely torn away not
the less rudely because the deceit
is often self-deception.
"We arc all of us probably famil
iar with men usually narrow-
minded men who affect a
course of action, or a stand
ard of right and wrong at vari
ance not only with that of th e
general world but with that of
those whom they are bound to defer
to, and cannot but respect,
whom in their secret hearts per
haps they do respect not only
men whose character they cannot
fail to admire, whose experience
they must recognize as at least
affording a prima facie probability
of wisdom, and whose views they
know to be the very reverse of in
considerate or low. They venture
to condemn where better informed
men would acquit, and to admire
where others would reprobate or
deplore; to become enthusiasts in
a case which older and wiser men
regret, and which in riper man
hood they are nearly certain to
abandon. They arc "conscien
tiously" resolute in actiong up to
their own convictions, fancying all
the while that they are true and
more far-sighted than others, when
in truth it is only that they are
more inexperienced, and pluming
themselves on .the simplicity and
purity of their vision, while their
shallowness and narrowness are
leading them astray. Life abounds
in specimens of this class. They
are often cured, but usually too
late. They sometimes repent of
their errors, frequently outgrow
them, but not till they have done
endless mischief, and inflicted in
calculable pain, and perhaps em-,
bittercd and embarrassed their
whole after-life. Meanwhile, the
leaof conscience.and thesupposed
obligation of obeying the orders it
issues as those of a despot by
divine right, enable them to es
cape alike condemnation and con
trition. Often, again, what is
called conscientiousness is simply
the egotism of a wilful and intoler
ant nature. Men are passionate
advocates of their wrong opinion,
because it is theirs; they insist
upon following their mistaken or
mischievous course for the same
reason, and because their un
chastened temper is impatient of
contradiction or control; theyjnake
a virtue out of the most danger
ous and offensive of our vices.
Occasionally the case is even
worse, and itib pure love of power
which uses the plea to throw
dust into the eyes of an impene
trating and indulgent world. A
position of command about the
weightiest burden of responsibility
which can be laid upon a scrupu
lous nature is too constantly
exercised merely as the privilege
of an imperious volition; and the
pressure and obligation which
might be in danger of paralyzing

tor promises him that he shall
have them. This threatens injury
to the employer, who wants wages
low, however, so the statesman
promises to produce the same re
sult by making prices high. It
sounds badly to talk of levying
taxes to make prices high; so it is
affirmed that, after all, protective
taxes lower prices. Here, then,
we have one and the samo device
which makes wages high and low'
