,- ifo) - . Vol. XYIIL Astoria, Oregon, Saturday Morning, March 3, 1883. Ko131. Z3Z mmk d f TATiTt OAKS One of my friends who has a large experience in New York, and was born on this island nearly fifty years ago said to me: "Some day I wjll sit down with you, if you will not give me away, and tell 3011 the remarkable ori gin of many of our leading men." "Suppose 3ou begin a little of it now," said I, knowing that a bird in hand was worth more than one that might possibly sing in the bush. "Well," said he, "look at Van derbilt. I can take you to men here that used to loan him 2 50 to 5 to bet on the horse races at Long Island, where' he used to take himself surreptitiously, keep ing a sharp eye to see that the old man was not around, for Bill had to run away, and never had more than enough money to take him there, as Vanderbilt believed you would spoil a boy if 3011 gave him any money to spend. Indeed some men say he never paid them back those little suras he bor rowed, but it must be he over looked it. Now he is probably the richest man on earth. From the beginning of his da3s he had a gambling tendenc3, and did not care a cent to see the races unless he could bet on them. Hence he is still a speculator, and keeps the old man's fortune active, selling it here and investing it 3onder. Take him for all in all, he is a pretty smart fellow for a little beginning. ' -Then," said my friend, "look at Jay GJould, who is the most re markable genius in finance in either world. The career of that man will be like an enormous comet that came and stood in the sky for & number of years, after he is dead." "What did he begin life with?" ""Why, small sales up and down Broadway, and over the very pave ment where he now drags his lit tie legs, with his eyes on the ground brooding speculations." "Well, don't be in a hurry, but give another instance." "Well, look at the Mills family, here is D. O. Mills, worth, I ex pect, $30,000,000 and a very pru dent and careful man in everything he does. He kept a little grocery somewhere up the Hudson river. He had a cousin, Joe Mills, who was opening oysters in Fulton Market, and if 3-ou watch Joe to this day you will see him draw his coat-ouff across his nose, a habit he acquired when he was in the market with his o3ster-knife in his hand, and when the cold draft used to freeze a drop on the end of his nose Joe would pull his hand across it. He got a little money there; and when D. O. Mills went to California, and wanted to raise $300 for that pur pose, he went to his cousin Joe to borrow it. Joe went down to the bottom of his pocket and let him have the money; and I dare say D. O. went out in the steerage, and began in the smallest way, and finally left the coast its most successful man. "Then look at Commodore Gar rison. He was a German boy, brought up in the highlands of the Hudson river. He became a kind of -workman on vessels and finally on steamers, and so worked his way along to be the purser and captain. Then California was an nexed and bloomed in gold, and Garrison became the rival of Vanderbilt," "Well, what was Jim Keene, or the first heard of him?" He was a milkman in one of the early towns of California, driving his milk-wagon in the place and serving his customers with milk. Keene, however, does not hold the position he did here a few 3ears ago. It is said he has had great losses, has even had to mortgage his Newport residence." Incomes in Prussia. In Prussia ever3 person who earns enough to support himself is called upon to contribute directly to the exchequer. Accordingly, the whole bod3 of the working classes, who earn from 105 up to $750 annual', are assessed the Klassensteuer. All who have in comes above 750 a ear are as sessed to the Emkommensteuer. The latter impost answers to the English income tax, and is assessed dirctly upon the person or persons who pay it. The former or Klass enstuer, is assessed in classes that is to say, all who have in comes between certain limits are lumped together in certain classes and assessed at the same rate, there being several classes of cate gories or contributors. Both taxes are imposed upon the household that is, a son or a daughter earn ing wages is not assessed separate ly, if he or she lives with his or her parents, but assessed with the parent. Not far short of 30 per. cent, of the estimated population belongs to households having less than $105 a 3ear, or two dollars a week. This enables us to under stand Prince Bismarck's great anxiety to substitute indirect for direct taxation. The Prussian people are universally liable to military' service, and, in addition, every person who earns two dol lars a week is bound to contribute directly to the expenses of tue state. In case of war, therefore, not only is the whole male popula tion liable to be called out, but at the very time when the bread winners are taken away from the family the direct taxation is likely to be raised. The cost of war thus falls with terrible force upon the poor, both in the form of blood-tax and in the form of money-tax. Even in. times of peace , even addition to the army is felt in the pock ets as well as in the persons of the poor. We can therelore easily understand how the government must desire to substitute indirect taxation, which would be lass felt b3 the people. Barnum's Trick. On a recent voyage of the Cit of Rome to Liverpool, Mr. P. T. Barnum was a passenger. At a concert given on the ship he was the presiding genius. He opened the evening with numerous anec dotes of his earlier davs. Among others he told how he once bought a magnificent coach-dog, for which he paid fifty dollars. He said he was beautifully marked, but un fortunately he was caught in a heavy shower on the day after he bought him, when, presto! he was changed into an ordinary cur, the spots having been ingeniously painted on him. Ho went to the man from whom he had purchased him. He acknowledged the sale, but said his clerk had forgotten to send the umbrella which alwa3s went with the dog, as he could not stand the rain. Mr. Barnum closed the entertainment b3 giving specimens of legerdemain. His greatest trick he said had never been equaled in this country or any other. He broke a biscuit into three pieces, asked some one in the audience to mark them, so that they could be readil3' identi fied. Then he asked for three hats, and placed a piece under each hat. Then once more asking the gentlemen if they were sure they would recognize the pieces again, he deliberately ate each piece. "Now, ladies and gentle men, the most wonderful part of the feat appears. I will place all three of these pieces of biscuit un der one hat, if you will choose which hat it shall be." The hat was immediately chosen, when Mr. Barnum instantly placed it on his head. "The three pieces of biscuit are all under the hat," said he; and as no one could gainsay it, he closed amid shouts of laughter. As showing the instinct of the goat, which is not generally credited with much intelligence, visitors to Harper's Ferry, Va., are the war sound of informed that yvhen broke out and" the the cannonading was heard in the valley, large num bers of tame animals of this description took refuge on the Maryland heights, and have never returned. Even now they can be seen on top of the moun tain. Their 3oung have been reared on the summit and have never become domesticated. Oc casionally hunters kill wild goats as they arc called, and the tame ones from the valle3 go up and visit them; but they persistently refuse to descend, and the sense of danger experienced by the goats of 1SG1 and 1SG2 teems to have been transmitted to their poster ity.
