That distinction belongs to the
country in which the largest num
ber of people enjoy the most com
plete freedom of exchange, and
that country is not England but
the United States of America.
There are not and there never
were in the world so many people
inhabiting a territory so great and
?o various in climate, soil and pro
ducts, who deal with each other
absolutely without restriction, as
the fifty odd millions who now in
habit this country. There are
more people in the. United StateB
now than there were in Spain,
France and Great Britain together
when the Constitution of the Uni
ted States was adopted, which
most wisely secured absolute free
dom of trade between tfie States.
Under this freedom of trade all
have prospered. And if prosperity
has been secured to the States by
this freedom of trade, why would
not this prosperity be increased
if the freedom were extended
to trade with our neighbors ?
If protection is a good thing for a
community and a commuuity can
create wealth by simply forbidding
its members .to buy cheap things
abroad and compelling them to
buy dear things at home, it is
obvious thai the framers of the
constitution made a mistake in
leaving interstate commerce free,
ff tt can all gk ricli by taxing
each other, Rhode Island was
right in refusing to come into the
Union unless she got a tariff of
her own. and wrong in withdraw
ing her refusal. Suppose Pennsyl
vania were, by common consent,
to enact, a tariff of her own. She
could enact a tariff which would
suit her without tho necessity of
log-rolling with greedy and selfish
persons who want cheap iron and
of compromising her interests to
meet theirs. And what Pennsyl
vania could do for the foundries
Massachusetts could do for the
woolen mills until they had fostered
the infantindustries of cloth-making
in Pennsylvania and iron-forging
in Massachusetts and each of these
Commonwealths produced every
thing it consumed. There would
be a real creation of "home mar
kets" and a development of "home
industries." There would be a
rpal triumph of protection.
