the date o definite location of the
line of road. He holds that such
withdrawals are inoperative against
?ettleis, and that settlers are pro
tected by the statute up to the
time the line of the road is fixed.
It appears that preliminary with
drawals have generally been made
in years past for the benefit of the
land grants of railroads before the
definite location of road, and that
settlement rights have been exiled
from withdrawal lands. A large
amount of land has been so with
drawn for Pacific roads. Secretary
Teller's decision opens uch lands
to settlement and entry under the
homestead and pre-emption laws
of the United States. Sooner or
later these decisions will become
still more specific, and in time
the holders of the Astoria land
grant will get an answer to the
question, ""What are you going to
do about it?"

the right of its editor to work for

render services for value received,

making an effort to obtain justice.
None more, than Tin: Astoria
would rejoice to see the Northern
Pacific railroad completed; but it
is a pari of onr wide-embracing
hope, that congress will recognize
the injustice ojLe present holders
of the Astoria land grant and al

an appropriation for the improve
ment of the Columbia river bar,
the matter would be done at once.
At present the political aspect of
all action overshadows worthy
considerations of public benefit or
necessitv.
The vote taken last Tuesday in
the senate upon the amendment
tothe Ben Hoi laday. bill shows the
present senate regards the bill
with more favor than t wo years
ago. The original claim called
for about 500,000, and the senate
cutit down to 100,000 and passed
it. This result was very unsatis
factory to the claimant. The bill
reported this -ear calls for about
$300,000, but the senate has re
fused by a vote of 'M to 21 to cut
the amount down to 100,000.
A Portland contemporary is
severe on "papers that pander
to public prejudice' "When an
editor of an " agricultural paper"
receives money from railroad
managers, it ma' not be outside
the bounds of Christian charity to
suggest that the subsequent history
of that paper is a singular contri
bution to the philosophy of human
influence. "

9 feet forward and aft. Powerful
machinery to propel the craft and
capacious tanks and retorts for
use in refining the oil and cooking
the fish are already built. The
vessel will be launched and ready

her first foray among the oolachanc

Ir is with regret we learn from
the Northwest Ncics that the
"plains of existence aro desolate
with forsaken camps, and the vain
pursuit of Seeing and changing
goals has tracked the drifting
sands until the winds sigh andthe
waters sweep to the sad threnodies
of broken hearts.' Pouring oil
on the Columbia river bar, as that
paper suggests, might partly ob
viate the difficulty, though the
"threnodies1' might still occasion
trouble.
ALOXfi the line of the. Northern
Pacific railroad in Idaho and
Montana, successive terrace forma
tions are developed on a magnifi

interesting as bearing on the
antiquity of the human race, for
on these high terraces are found
flint arrow-heads, obsidian spear
heads and the remains of men who
walked this earth when great lakes
covered what is now the Columbia
basin.

The Nevada legislature has
caused to be brought before it a
resolution memorializing congress
to compel the Central Pacific rail
road to surrey and pay taxes on
its land grants. Those Nevada
legislators were always fond of
their little joke.
