One of the striking phenomena
of the crisis through which Ireland
is passing is the falling' off in the
number of Irish recruits for the
army. During the first half of
the century Irishmen are said to
have furnished nearly if not quite
seventy per cent of the British
forces. The proportion has been
smaller sipce the setting in of the
tide of emigration to this country
in 1S47, but it has now fallen to
twenty per cent., and is falling,
and there is no doubt that the
reason is that the political dis
content has reached the enlisting
class, who ia bygono days did not
feel it. It was, perhaps, in some
degree with the view of appeasing
this class that Lord "Wolseley paid
the high compliment to the Royal
Irish Regiment at the battle of
Tel-el-Kebir, but it would take a
good many such compliments to
do away with the effect of the atti
tude of the royal family toward
Ireland. The sovereign, in all
monarchial countries, stands in
very close relations to the army,
and military service cannot be
very brisk in any province in
which the queen and the prince
are not popular, and for which
they exhibit their dislike by never
visiting1 it.
According to a correspondent
of the New York JleralJ the
False Prophet of the Soudan has
a playful way of pouring boiling
tallow in the eyes or all who re
fuse to-be converted to his way of
thinking. He is an orator, and is
in the habit of suddenly stopping
in the midst of a harangue, fixing
his eyes on vacancy, holding his
breath, not winking or moving a
muscle for some time. lie has
such skill in this species of gym
nastics that he looks to be really
dead, and can so remain for three
or four minutes. On recovering
himself lie pretends to have just
been on a visit to Paradise. Last
year the Governor General of the
Soudan heard of his doings, and
sent a guard of soldieis to make
him renounce the character of
prophet, lie turned to with his
followers, slew the guard, and has
since vanquished not less than
12,000 troops.
The new penal code of New
York contain a number of origi
nal features. It provides that
intoxication can not be pleaded in
defence ol crime; that he who
bribes state officers must go to the
state prison for ten years and pay
a fine of 5,000; that jurors taking
bribes must go to prison; that at
tempts at suicide must be punished
by imprisonment for two years and
a fine of $1,000; that parents
abandoning children under six
years of age must be imprisoned
for seven years; that a person
whose husband or wife has been
absent five successive years, and
not known to be living, may
marrv.
Portland is adopting many
new ideas and engaging in many
new enterprises that will redound
to her success as a community;
but in taking up the "call system"
of dealing in grain futures she is
sewing seed that will prove a
disastrous crop to all concerned.

the defective piles, caps, stringers aiid
timbers now in that portion of said Ce

bers that have been by any means, taken
away or displaced, shall be also replaced

West Gth street shall be renlanked over
the portion and to the width it is now
planked, with new and sound fir planks
three, inches in thickness and twelve

street shall be repaired and improved as

intersection or crossing with West Irth
street, and by excavating and lowering
it three feet at the west side of the cross
ing of West 7th street, and by filling,
grading or excavating the other parts
or portions so as to be on a grade cor

from the center of the center sleeper,
the other sleepers shall be placed in the
middle between tiic center and outside
sleepers; on the sleepers and at right
angle thereto the planking shall be laid
each plank to be spiked to the sleepers,
two spikes to each sleeper. From the
west side of West Dth street to said west

improvements shall be made by con
structing bent work and planking the
same to the width of sixteen feet on a
grade running from the west side of

bent work and planking to be done as

other fifteen feet from center to center;
on each end and in the center of each
mudsill shall be placed a post, in an up

said grade; the posts shall be 12 inches
square, braces 2 inches by ten (10)
inches, shall be firmly spiked to each
post and placed diagonally upward from
ooltom to top across the posts, the posts

to the Hue of the street, shall be placed
caps twelve inches square and sixteen
feet long, to be securely bolted to each
post with iron bolts Ji of an inch in
diameter and IS inches long; upon the
caps and at right angles thereto, shall be
placed stringers as follews: One di
rectly over each post and one between
each outer stringer and the center
stringers, the stringers to be4 inches by
12 inches and not less than 32 feet long,
and the outside stringers shall be bolted
to the caps with Iron bolts as above de
scribed, and the inside stringers shall be
firmly spiked to the caps. Planking not
less than 3 inches thick and 12 inches
wide, shall be laid on, at right angles to
the stringers, and shall be spiked to each
stringer on alternate edges of the plank,
one spike to each stringer. On either
side of the roadway thus constructed,
snail be placed a rail 3 by 4 inches,
spiked to stanchions 3 by 4 inches, ami
not over TKfeet apart and three feet
above the planking.
All of said planking, caps, stringers,
mudsills, braces, rails and timbers to be
of good sound lir timbers, and the
spikes used shall be not less than six
inches long.
A notice is hercl3 given that unless a
remonstrance signed by the owners of
two-thirds of the property fronting on
said portion of said street be filed with
the auditor and clerk within ten days
from the final publication of this notice
towit Tuesday, Jan. 23, 1883, the council
will order said repairs and improve
ments to be made.
