A dispatch from
"Washington
to the . F. Chronicle,
says:
in the report whicn accom
panied tho"biIl introduced in the
senate by Garland, proriding for
the forfeiture of railroad grants in
aertain cases, the judiciary ck
mittee s&ys: "Without uadertak
ing to decide whether, in all grants
by the United State to railroads
congressmen can declare this
forfeiture, the committee con
sidered it best to adopt some
means that would avoid this
question and'lacc the parties in
an attitudo towards eachother that
would insrc to each fair dealing
and justice as far as can be dose.
They propose to direct the attorney-general
to institute proper
judicial proceedings jigain&t any
railroad companies that he may
hayc reason to believe are in de
iault, and the conditions of their
grants to brimr about forfeiture
and secure the rights of the gor
ernment to the lands. This pro
ceeding, in the nature of informa
tion, will bring the supposed de
faulting companies into court, to
be heard in defense against tke
proposed forfeiture, and the court
can enter such judgment or decree
as in its opinion will secure the
government, not merely in declar
ing the forfeits re if it need be,
but in declaring the resumption
of the lands granted, an appeal to
be allowed as in other cases in
court,"
The question asked by the
holders of the Astoria Land Grant,
"What arc you going to do about
it?" may be answered by congress
in a manner that may be more
emphatic than satisfactory to the
nabobs whose game io exclusion of
settlers from Clatsop county.

A JiosTON dispatch of the -ith
says: No inauguration in recent
yuats bus becii so popularly at
tended as Butler';?. Hours before
tilt time for hi to ippcar flio
halls and pa&sngos were crowded,
and the throng overflowed down the
hroad steps and extended even to
the common. Butler read his ad
dress, in that style which has be
come familiar in public speeches,
frequent touches of humor enlir
cned it and applause was inter
spcricd as profusely as in any of
his stump speeches. Off-hand in
terpolations were made. Speaking
of the abolition of poll tax as a
qualification for suffrage, ho inter
jected the words, t;And such men
as Harvard students." His argu
ment for (vomas suffrage was lib
erally applauiod. "When urging
reform in varioni departments, ho
said that formerly the Military was
under the commander-in-chief.
His earnest recommendation of the
death penalty for persons attempt
ing to wreek,or actually wrecking,
railroad trains, was applauded. He
said the legislature was one of tke
tvrst benches for the ascertain
ment of facts, but he won sympa
thetic applause from women in the
galleries when lie asked for a
better chance for convicts to re
form, and they laughed when he
said that when bright children
were all educated it would be time
to establish schools for the idiotic
and feeble-minded youth. It was
nearly 3:30 when Butler ended
his two-and a half-hour address.
The Rev. Joseph Cook says the
useven modern wonders of the
world" are: The speed of inter
communication; the self-reformation
o the hermit nations; the
parallel advance of education and
democracy the world over; the
world-wide unity of civilization;
the triumph of Christianity; the
correct fulfillment of Bible prophe
cies, and the establishment on a
sure basis, of scientific supernatc
ralism. PEXDLirrox's civil service bill
has passed both houses of con
gress and only awaits the presi
dent's signature to become a law
The Reno, Not., Gazette ?ays
that every week buildings arebeing
torn down in Virginia City and ;
skipped to that place to bo re-,
erected. Once a town commences I
to move on wheels it is only a ques
tion ol timo xs to its final exit.
Tiie fact that Mrs. Langtry
never reads the papers, suggests
to many thinking minds the idea
that she would make an excellent
juryman.
Tiieub were 10,500 more deaths
than births in the city of N"aw
York during 1SS2.
