ing to decide whether, in all grants
by the United State to railroads
congressmen can declare this
forfeiture, the committee con
sidered it best to adopt some
means that would avoid this
question and'lacc the parties in
an attitudo towards eachother that
would insrc to each fair dealing
and justice as far as can be dose.
They propose to direct the attorney-general
to institute proper
judicial proceedings jigain&t any
railroad companies that he may
hayc reason to believe are in de
iault, and the conditions of their
grants to brimr about forfeiture
and secure the rights of the gor
ernment to the lands. This pro
ceeding, in the nature of informa
tion, will bring the supposed de
faulting companies into court, to
be heard in defense against tke
proposed forfeiture, and the court
can enter such judgment or decree
as in its opinion will secure the
government, not merely in declar
ing the forfeits re if it need be,
but in declaring the resumption
of the lands granted, an appeal to
be allowed as in other cases in
court,"

emphatic than satisfactory to the

better chance for convicts to re
form, and they laughed when he

his two-and a half-hour address.

above the planking.
All of raid planking, caps, Mringers,
mudsills, braces, rails ami timbers to be
of good sound fir timbers, and the
spikes used shall be not, Ies than six
inches long.
A notice is hereby given that unless a
remonstrance signed by the owners of
two-thirds of the property fronting on
said portion of said street be filed with
the auditor and clerk within ten days
from the final publication of ibis notice
towit Tuesday, Jan. 2a, lftC, the council
will order said repairs and improve
ments to be made
