Light' Breaking.
Washington-, Dec.2G. Payson,
an Illinois irfember of the house
committe'on judiciary, who has
taken ,a very active part in the
matter of the lapsed railroad land
grants, and who declared himself
in favor of the forfeiting of all un
earned lands, is devoting the holi
day recess to collecting additional
details bearing on the subject. At
the department of the interior to
day he ascertained that the Oregon
Central road has constructed a few
miles under its grant and that it
contains upwards of a million
and a half acres of land be
tween Portland and Astoria upon
which settlers are very desirous
of entering. With a view to throw
ing this land open to settlement
under the homestead law Payson
has prepared a resolution declaring,
it forfeited and hopes to have it
acted upon by the house judiciary
committee at the next meeting.
In conversation with represent
atives of the press to-day on the
general question of forfeiture of
land grants, Paj'son said that the
indications were quite favorable
for consideration of the subject in
the hnuse before the adjournment
of the present session.
So the "Astoria land graut" is
getting an airing before congress
at last.
Our congressional delegation
have been active in the work of
directing attention to this subject.
We are glad to see that members
from other states are aiding in the
good work.
We are informed that female
suffrage prevails to some extent
in Scotland, the ladies exercising
the right to vote at municipal
elections. In at least two towns
the right -was largely taken ad
vantage of at the election last
month. In the city of Perth,
where there was a contest in only
one ward, between fifty and sixty
ladies cast their ballots, the male
voters looking upon it as a matter
of course. In the town of Sterling
the votes of the ladies were in
great demand, and several council
men owe their election to the bal
lots of their fair friends. While
Scotland seems to be conservative
in many resoects, it certainly can
not be said that she is so in poli
tics, as there the problem" of
woman's fights appears to bo
solved to an extent which must
gratify the advocates of that
cause.
The London Times says: ""We
can no longer exist without Amer
ica. The country of which, within
recent memory, we were childishly
and vindictively jealous, now
proves to be the country by which
to a great extent we live. It sends
us corn by the hundreds of ship-
lead:
Its beef competes with ours,
or rather becomes ours, and is sold
at our natfve prices, under the
hands of the enterprising English
butchers. While to the Roman po
et the thought of getting fish from
the Caspian was the thought of
odious luxury, with us it is the
classes that cannot afford the Tay
or the Tweed that send to the Co
lumbia river for their salmon."
Thr Chicago Inter-Ocean in
response to the reflections cast
upon our nary, says: "The French
nowspapers sneer at the American
navy. So do our own. No body
cares a tinker about that, but no
newspapers on the face of the
earth sneer at our crops of wheat
and corn, our financial credit, and
our courage on laud or at sea
when courage is needed. The
United States was never whipped
by any nation on the globe, and
'never will be, and that is one
of the best reasons for not having
a navy."
The New York Sun states that
William H. Vanderbilt is seen
more frequently in public of late
than formerly. He has been a
Tery regular visitor to the Wind
sor Hotel during the evenings. A
weil-kaown broker had 'confiden
tially from Vanderbilt's broker

Prof. Marsh, of Yale College, at
the Herbert Spencer banquet, said
of the doctrine of evolutien: "The
battle has been fought and won.
A few stragglers on each side may
keep up a scattered fire, but the
contest is over, and the victors
have moved on to other fields."
