Salem's new engine was success
fully tested, and housed with appro
priate ceremonies last Tuesday. Our
department sent a congratulatory dis
patch to the effect that though absent
bodily they were with them in spirit,
etc.
The plumbing work in the Odd
Fellows' building will begin next
week, and constitutes an important
feature. Gas fixtures will be on overy
floor, and a complete system of water
pipes, washstands and so on, got up
according to the most improved pat
terns, will be placed therein.
An important ruling has been
made by Commissioner McFair
land that will establish a precedent.
It reads: "In case of simultaneous
application for timber culture entry
of a tract in the same section the
"register and receiver are instructed to
sell the right of entry to the highest
bidder."
We are in receipt of the pro
gramme of the teachers' institute for
ffeo fifth judicial district to be held at
Oregon City on tho 25th, 2Gth and
27th inst. A good deal of practical
work is blocked out, and if there is the
attendance of teachers at the institute
that the gravity of tho educational
interests requires, the result will be
of benefit to the schools of the district.
The Orcgonian says that the
reason why the Eureka did not come
up here as expected to take tho place
of the Idaho on tho Sitka route is that
on her trial trip after her refitting at
San Francisco the machinery was
found to be put up on the perpetual
motion principle, and when once
started could not be stopped. She
was run out to sea till the steam was
exhausted before she was got under
control. Sho was thrown back on
the engine makers' hands for amend
ment. No Mail.
L. A. Loomis retained from Olyrn
pia last evening, where he has been to
see if he couldn't make some arrange
ment whereby Ilwaco, Oysterville,
Bay Center and South Bend need not
be deprived of mail facilities. Ever
since H. S. Campbell threw up the
contract for carrying the mails be
tween here and Olympia via these
places, they have no mail communi
cation. This is too bad, but it seems
it can't be helped. Campbell threw
up his contract because he was daily
losing money on it, and while at
Olympia Mr. Loomis received a dis
patch from headquarters at Washing
ton, offering him considerably less for
temporary service than Campbell had
been getting, which he declined to ac
cept The result is that a large and
populous section of country, with
which Astoria is in constant business
communication, is left without any
audi facilities of any nature.

The Astoria Land Grant
The memorial of the Astoria Cham
ber of Commerce asking that con
gress declare the Astoria land grant
forfeited was introducsd by Senator
Slater in the senate on Dec. 11th.
The memorial reads as follews:
To the Honorable thr Congress of the
United States:
Your memoraliBts, the Chamber of
Commerce of the city of Astoria,
state of Oregon, would m03t respect
fully but urgently ask that the un
earned portion of the land grant of
the Oregon Central Railroad company
(otherwise called the Astoria Land
Grant) be declared forfeited immedi
ately. This action we again pray of
your honorable body, for the follow
ing reasens:
1st. The lime allotted for the
building of the road lias long since
expired.
2d. No movement has been made
by the company in whose favor the
grant was made to build the road. It
is virtually abandoned.
Sd. The continuance of this grant
is acting as a great bar to the settle
ment of this country, and a bar also to
the building of a railroad over tho
same route by any other company.
4th. A grant of laud is no longer
necessary to secure the building of a
railroad over the route proposed.
oth. Endless litigations and un
pleasant complication arising from the
u ncertainty of titles as they now exist
will be avoided by the immediate
declaration of forfeiture.
And as in duty bound we shall ever
pray.

It Looks That "Way.
Commenting on the recent trial at
Oregon City, of the state vb. Morris,
charged with killing young Officer,
last summer, tho Enterprise says:
The jury men rotired to their room
about half past ten on Wednesday and
from what wo learn they all agreed
that he was not insane. The defense
was insanity. On the first ballot 7
voted for murder in tho first degree, 4
for second degree and 1 for man
slaughter. The subsequent ballots
were 8 for murder in the first degree
and 4 for second degree. Some ox
citing debates took placo between the
jurymen, and they went to their
breakfast Thursday morning without
having agreed. Shortly after break
fast the eight agreed with the four
and brought in a verdict of murder in
tho second degree. The four who
held that opinion were probably
the only four in the county that
thought that way, who know
anything of the case, but the pre
sumption must be that they were act
ing to the best of their ability and ac
cording to the testimony. Hencefor
ward any man can safely count on not
being hung in this county no matter
how cold-blooded a murder he may
commit. Were he a stranger, an In
dian or a Chinaman, we might possi
bly make an example of him. Tim
prisoner fell greatly relieved at the
verdict, as he had expected to bo hung.
The day set for sentence was Satur
day, but tho court learned that if
tho prisoner remained in j.iil over
night there was danger of Judge
Lynch taking the imposition of the
penalty out of his hands, by stringing
him up to a tree. Morris ivas hur
riedly brought from the j.iil, sentenced
and sent to Salem for life on the
Thursday afternoon train
Suicides.
Peter Morrison, eight clerk of the
Norton HouBe in Portland, suicided
last Tuesday night by swallowing mor
phine. W. A. Tafft killed himself at
Carrollton near Kalama the samo day.

rush out and tap the cold shoulder of
Death, begging to be let out of Life
into that other, unknown and un
knowable, before ono has earned his

ureless days until the alloted hour
they vainly tried to anticipate, comes
round.

Cleverness of the Tunisian.
If ono were asked to set forth a
jjlace where enterprise was manifest
he would hardly point to the northern
part of Africa as that portion of the j
globe which encouraged the develop
ment of new ideas, and yet, strange
as it may seem to us, the rulers of
that locality are exhibiting a degree
of enterprise that as far exceeds the
efforts of Henry Villard zo demon
strate the non existence of Astoria as
the beams of the Astoria electric
light exceed a one-sixteenth-of-one-candle-power
oil lamp. We refer to
the late action of the Bey of Tunis.
This Moorish monarch has recently
issued a decree in which he announces
his intention to start a newspaper.
Were he to stop there, it would be
concluded on all sides that that ruler
was afflicted, in "common with other
mortals, with that peculiar form of
idiocy that finds vent in the rapid
distribution of surplus wealth in that
and kindred forms of folly. Rut the
shrewd African evidently understands
his little business. Ry reading the,
prospectus of his paper, kindly fur
nished to us by a far-off friend, we
learn that it is his intention to have
his subscribers edit the paper. The
crimson blushes of regret mantle oar
cheek as we acknowledge that through
out the length and breadth of this
loving land of ours there has never
yet been found a Christian philanthro
pist with such broad views regarding
his fellow man as this benighted
heathen manifests. We boast of our
Roscoe Conklings, our John Kelly s,
our Mahones and David Davises,
and others nearer home whom to
mention would be sacrilege, but where
amid this bright array of pure
and spotless integrity do we find
the Christian kindness exemplified by
any of these exponents of our Ameri
can system of grab and keep it, that
is shown forth by this truly good man
who, on the far-off shores of the Med
iterranean, teaches us a lesson that we
in all humility and thankfulness
should accept.
Rut in every rose lurks a blight
ing canker, decay is writ upon the
brow of beauty, in the seductive
cigarette is the death -dealing nicotine,
and even the harmless fig hath a worm
concealed therein. We fear that ou r
royal contemporary is nctuated by siu
iter motives, it would appear as
though he contemplated having an ex
tensive immigration next spring to Tu
nis, and that all this is but a cunning
ly devised scheme to secure it. He
evidently relies upon the enticing an
nouncement to cause a large immigra
tion to his dominions. For what
more alluring programme was ever is
sued by any immigration society or
railway syndicate, than the assurance
that all subscribers to a certain paper
would be permitted to edit it! Indeed
tso are of tho opinion that when the
fact becomes universally known
our journals which have been an
nouncing the unprecedented arrival
of European immigrants during 1882,
will have statistics of a very differont
naturo, and will begin to publish
tables of departures under the head,
"Emigration to TnniB," a head which
will be kept standing in every well
regulated printing office. Thus we
conjecture that this apparently be
nevolent monarch is an insiduous foe
of the republic, and this opens up a
very suggestive field of thought to tho
mind of every thinking man on this
coast. Should this nefarious schemo
succeed and our helpless fellow-citizens
be allured to the sandy plains of
Tunis, in their yearnings after the un
attainable, what will be the effect upon
Frauk Pixley's admiring constituency.
His occupation will be gone, and his
efforts to establish a Know-Nothing
party will be completely set at naught.
We do not dare to express our per
sonal views in relation to this plot to
interfere with all citizenly prerogative,
till we peruse this week's issue of the
Polaris.
