CI) Site Sailaj gsttfritm. ASTORIA. OREGON: TUESDAY DECEMBER 19. 1882 The Balance of Power. The success with which Senator Mahone of Virginia has used his independence o party has in spired politicians in other states to advance their personal interests by similar tactics. It is now said that there are two Republicans in the Illinois legislature who will, by acting as "Independents, hold the balance of power between the two parties. The Republicans have, or are supposed to have, seventy seven members in the lower house, which is enough to elect a speaker and to vote to go into joint con vention with the senate for a United States senator. But every Republican vote is needed even to the vote of the candidate for speaker for himself; and the close ness of the division has stirred up the Mahonish proclivities in the breasts of these two Republicans. If the Republicans start as Inde pendents they will be able to dic tate the candidate forsenator,unless the Democrats should spoil their plan by lending the Republicans votes enougli to overcome the de fection. The Independents are a thorn in the sides of both parties; but the one that gains a tempo rary advantage by them seldom fails to make the most of the situa tion. Mahone and David Davis, voting with the Republicans, gave the senate to that party, and the Republicans took all the good there was in the arrangement. So far as David Davis is concerned, he will be regarded as a Republican.
