-the plant of the affair. The San
Francisco partners write that the rest
of the outfit will be sent on the next

operations at once. Two lots have
been secured between here aud upper

Trouble on the Kylemore.
Four sailors belonging to tho Kyle
more, now lying in the stream, were
yesterday arrested and brought before
tho U. S. commissioner; the specific
nature of the charge being something
of which we are uninformed. One of
them was particularly boisterous,
having on two or three occasions in
formed the captain that he would ro
move his (the captain's) sanguinary
intestines and other portions of that
gentleman's inner works in a summary
manner, and would make such further
disposition of them as would render
them practically usoless to that gentle
man. To this, the captain naturally
objects, and wants such relief from
such stress of speech and action as
our national laws afford.
The old trouble seems to be at the
bottom of the affair. The sailors
claim that the boarding house runners
did not give them what was agreed,
that they have no clothes and have
got tho worst of the bargain, and they
naturally feel like making it lively for
soino one whether he be responsible
or not. Any one would feel just the
same way about it, but "what is
everybody's business is nobody's busi
ness,'' and the sweet little cherub that
is said to "sit smiling aloft to watch
over the life of poor .lack"' must be
at present asleep on his watch in Asto

COLUMBIA RIVER BAR
IMPROVEMENT.
Report of the Board of Visiting
Engineers..
MAJOR MENDELL MANIFESTS
MISGIVINGS.
Tho report of the commission of en
gineers appointed to examine into tho
proposed improvement of tho mouth
of the Columbia river, was sent to the
senate last Friday. The report favors
tho building a single jetty from Point
Adams, so as io make the distance be
tween its outer end and Cape Disap
pointment nearly the same as that be
tween Chinook Point and Point
Adams. They say that inasmuch as at
the section between Capo Disappoint
ment and the proposed jetty the wave
action is very potent, and that it does
not exist at Chinook section, it is
thought best to make the new mouth
of the river narrower than the present
Chinook section. They estimate the
costof theimprovemont,including con
tingencies, at 3,550,000. The report
says the use of stone is desired, but
the expense would be materially re
duced by using wooden mattrasses.
ilaior G. H. Mendell filed a raiuority
report. Ho says he is unable to agree
with the other members of the com
mission as to the extension of the jet
ties to deep water. He says tho pecu
liar circumstances of heavy sea waves
strong and alternating currents, and
the presenco of sand in unstablo posi
tions, introduce obstructions of so se
rious a nature that they may be said
to place limitations upon tho applica
tion of well-known principles at tho
mouth of tho Columbia river.
