In a recent interview with a re
porter, Bob Ingersoll gave to the
public his ideas concerning the
next presidency, and also touched
upfin other subjects. He thought
Secretary Lincoln "was the repre
sentative of a great and tender
memory, and the people would
support him on account of the
love they .bore his father.1' In his
mind, however, Gen. Sherman was
the next available candidate for
the Republican party. The con
versation with Mr. Ingersoll then
turned on the general sentiment in
Washington as to securing har
mony in the Republican party in
New York. He said: "The sen
timent in Washington is one of
political distress. It is a case of
general palsy; all expecting, fear
ing the handwriting on the wall;
some of them, no doubt, feeling
that somebody besides the Chinese
'must go.' Of course they'd like
to see harmony in New York for
the sake of stability at Washing
ton, but Washington had better
let New York alone. That state
has had a little too much of Wash
ington. The Republicans see the
necessity of harmony as much as
they ever can or will and in my
opinion the old quarrels will be
healed and the party be united in

"The agitation of the prohibi
tion question has been a disad
vantage to the Republican party in
the late campaign, has it not?"
"It has; a very great disadvan
tage. We depend upon the Ger
man vote, you know, in many of
the states, and they believe in per
sonal liberty; and, as a class, are
honest, industrious and temperate.
Main' people know nothing of the
restraining influence of liberty.
Every claim removed from the
body puts an obligation upon the
conscience. If half the rivers in
this country were filled with
pure whisky 1 do not believe
drunkenness would be increased.
It is the tempeiance agitation that
'Creates a morbid appetite. You
cannot-make great men by keeping
them out of temptation. Yet, 1
think that all who conscienciously
believe in it should stand by it.
I am in favor of letting people vote
for what they please, provi'ded they
do not interfere with liberty for
others, for you cannot legislate
men into morality or into heaven.1'
"What do you think, Mr. Inger
soll," was the next query, "of the
chance for civil service reform
under the Democrats?"'
"About the same as under the
Republicans,'' said he, with a
chuckle. "It is in human nature,
sir, to help those who help us.
It is the great principal of re
ciprocity. 1 am for having all
clerks appointed for a definite
time, and removable only for cause.
But I do not want a race of clerks
who will grow old, impudent and
incompetent in the service. 1 do
not want to see young men ruined
with life clerkships. A young
man had a thousand times better
have a few acres of land in Ne
braska than a little office in Wash
ington. But it is a ' question of
minor importance, and Derns will
do as the Repubs have done
talk one way and act the other."

"No; history repeats itself,"
said Ingersoll, laugl';ing. "The
people elect servants and after a
while the servants imagine them
selves indispensable and begin to
dictate. Then the people become
disgusted and a general discharge
takes place all around. The new
officers admit for a while that they
are servants, but soon forget and
become domineering. And thus
it will probably always be."
President Arthur- appears to
have appreciated keenly the enter
prising spirit which led some one
to send out from "Washington an
alleged abstract of his message
' several days in advance of that
document's publication. Hearing
of the matter, itis said, he inquired
of a newspaper man whether he
knew who had the abstract for
sale. The newspaper man said he
did not. -The reason why I
asked," said Mr. Arthur, "was
that I haven't quite finished my
message yet, and I thought if I
could purchase a complete copy
in advance it might help me out
