Spencer on American Politics.

unostentatious manner, avoiding

all publicity and quietly taking
observations. He is an English
man, Herbert Spencer by name,
and the foremost thinker of his
time. He has done moie to influ
ence thought and culture than
any other one man living. Sub
mitting the inevitable "re
porter" a few days ago, in New
York, in answer to the question
what he thought of America,
meaning the United States Mr.
Spencer said in relation to our
pelitics:
"You retain the foi ms of free
dom, but, so far as I can gather,
there has been much loss of the
substance. Jt is true that those
who rule you do not do so by
means of armed retainers, but
they do it through regiments of
men armed with voting papers.
ine political machinery, as it is
now worked, has little lesemb

outset of vonr politic?! life. But
do not infer therefore that 1

that the Americans got their
government by a happy accident,

America is showing on a larger
scale than ever before that 'paper
constitutions' will not work as

the forms of your constitution
theie has grown up an organiza
tion of piofessiona! politicians
altogether uncontemplated at
the outset which has in a
large measuie become the
ruling power. The fitness of men
for free institutions is dependent
chiefly upon character and only in
a secondary degree on education.

think not. I account for this by
the remoteness of profit to each
individual from political purity,
citizens not considering it worth
their while to fight against each
abuse as it appear.. Jt is an easy
going readiness to permit small
trespasses because it would be
troublesome, or profitless, or un
popular to oppose, which leads to
the habit of acquiescence in wrong
and the decay of free institutions.
Free institutions can be maintained
only by citizens each of whom is
instant to oppose every illegitimate
act, every assumption of suprem
acy, every official excess of pov.er,
however trivial it may seem. The
American pauses to consider
whether he can afford the time and
trouble, and so abuses creep in.
All these lapses from higher to
lower forms begin in trifling ways,
and it is only by incessant watch
fulness that they can be pre
