Stale Taxation.
The new assessment law a& af
fecting the taxation of leal prop
erty and mortgages in this state
enacts that land shall be assessed
and taxed in the count' whoie the
same shall lie, and every person
snail be assessed in the county
where he resides, when the assess
ment is made for all real and per
sonal property then owned by him
within such county; and unoccu
pied land, if the owner is unknown,
may be assessed as such without
inserting the name of any owner;
and a mortgage, deed ot trust,
contract or other obligation where
by land or real property situated
in no more than one count' of this
state is made security for the
payment of a debt, together with
such debt, shall be assessed and
taxed to the owner of such secu
rity and debt in the county, city
or district in which the land or
real property affected by such
security is situated. The taxes so
assessed and levied on such security
and debt shall be a lien therco n
and the debt together with the
security may be sold for the pay
ment of an' taxes due thereon,
in the same manner and with like
effect that real property or land is
sold for the payment of taxes.
The owner of a mortgage, deed
of trust, contract, or other obliga
tion, whereby land or real piopeity
situated in but one county in iho
State, is made security for the pay
ment of a debt, and also the debt
so secured, shall, for the purpose of
assessment and taxation,bc deemed
to be the person or persons to
whom the security was given in the
first instance, unless it appears on
the record of the security that
some other person is the owner;
and all assignments or transfers of

mortgage., deeds of trust, con

this state is made secuiity for the
payment of a debt, is void.
It is made the duty of each
county clerk in this state to deliv
er on the first day of August of
each year, to the assessors of his
county, an abstract of all unsatis
fied instruments of writing on icc
ord in his office, whereby land or
real property situated in his county,
alone is made security for the pay
ment of any debt.
On the 7th the people of Illi
nois will vote to approve or disap
prove the act of the legislature
ceding the Illinois and Michigan
canal to the United States, upon
the condition that the United
States in accepting it shall assume
the obligation to complete the im
provement. The people o Illi
nois claim to have expended $14,
000,000 upon the canal and river
improvement.
It is now proposed b- the New
York railroad ring, to have the
state legislature declare the Erie
canal "a free canal," and then take
measures leading to its drainage,
the intention being to usn the bed
of the canal as a roadway for a
railway from New York to Buffalo.
Public sentiment is almost unani
mously against it.

being the particular set necessary

state gave Hancock 102 majority
in 1SS0, and will perhaps give the
same party a chance to redeem
