The Senator's Views.
Tm: editor of The Dalles
Times-Mountaineer, lately wrote
to Senator-elect J. N. Dolph, ask
ing him the following questions,
which are of as much importance
to us of Astoria as to the people
of The Dalles:
"1st. Do you intend to retain
your position as vice-president of
the O. R. & N. Co.?
2d. Would 3-011 oppose any
further appropriation for the com
pletion of the locks at the Cas
cades? "3d. Are you in favor of the
removal of the impediments in the
Columbia river, so as to make it a
highway for commerce to the sea
board? ". In case any matter of inter
nal improvements should come
before congress, which, seemingly
might clash with the interests of
the O. R. & N. or N. P. R. R.
Co.s would you consider it your
duty to support corporation inter
ests rather than the people's?"
To these interrogatives, Mr.
Dolph replies as follews:
"To the first question answer
No. I expect to devote my entire
time and energies to the duties of
my office. "
To the second question I answer,
that not only will I not oppose any
further appropriation for the com
pletion of the locks at the Cas
cades, but I shall endeavor not to s
be behind our present representa
tive or any former senator or
representative in congress from
this state, in my efforts to procure
further appropriations for the
continuation of that important
work.
To the third question 1 answer,
that I believe congress has the
constitutional power to appropri
ate money for the purpose of
internal improvements, and that it
is the duty of the general govern
ment, in the interests of commerce,
to improve our rivers, lakes and
harbors, and I am in favor of the
removal of impediments to navi
gation in the Columbia river so as
to make it a highway for commerce
to the seaboard.
To the fourth question I answer
that when T enter on the duties of
senator from Oregon 1 shall be
come, if 1 may be permitted to use
the expression, the attorney of the
state, and shall endeavor to serve
her with the same energy and
naency witn wnicn J nave in my
long professional career served my
clients.
I shall endeavor faithfully' to
represent all her interests; I shall
to the best of my judgment, act
justly in all cases towards corpo
rations and individuals, and upon
ever' question which arises en
deavor to protect the rights of
every section of the state and to
promote alike every legitimate en
terprise for the development of her
resources.
My own interests and the inter
ests of corporations and individ
uals shall be made secondary to
the interests of the people at large.
For fear some one may think the
foregoing not specific, I will add
that in the case mentioned in your
question, I shall consider it my
duty to support the people's inter
est; and further, that should the
occasion arise when the people, de
manding protection for their in -terests
against the aggressions of
corporations, should call on me, I
should not hesitatejto urge,but would
gladly urge such radical measures
as good judgment and a just re
gard for the rights of all might re
quire. I do not wish to be misunder
stood, however. While I shall
jealously watch and protect so far
as I can the interests of ' the peo
ple, I believe that every addi
tional facility for transportation is
a direct benefit to ever' legiti
mate enterprise in the state, and
that the building of the railroads
which have been completed and
