The vice-president of the O. R.
& N. company, was elected U. S.
senator from the commonwealth
of Oregon last Friday night.
The city of Portland and the cor
poration of which th gentleman
is the worthy vice-president, are
to be congratulated. We must
reserve further congratulation till
we believe it to be in order. It is
the Republican party that did itself
the honor of conferring upon Mr.
Dolph, the attorney of that enter
prising corporation, the additional
dignity that so well becomes him.
Those acquainted with the senator-elect
tell us he is a man of high
moral character, considerable cul
ture, and personal dignity. These
are desirable qualities for an' man
to possess, and lend an additional
luster to the senatorial representa
tive at Washington. We can only
express the hope that the gentle
man will bear in mind that the
hiffh office to which he has been
chosen, is not a vested right, to be
used as a personal attribute or be
longing, but is a high and sacred
trust, to be faithfully served and
honorably held.
Pushing Along.
W0KK.011 the Baker City branoh
of the 0. R. & N. Co.'s is being
pushed with vigor. From Hon.
D. P. Thompson, who returned
from there on Thursday, the
Standard learns that the whole of
the work to the Snake river is
under the contract of the Oregon
Construction company, and that it
is expected that the track will be
laid to the summit of the Blue
Mountains bv January 1st.
Mr. Bates with a force of 1,200
men is near the summit, and will
shortly-complete the grading to
that point. J. B. David's force is
At work on the tunnel, which will
be completed by January 1st,
when he will move to Pelican
station, -1G miles east of the Blue
Mountains, and complete the work
on that part of the lino which is
very heavy, costing in Fomo places
40,000 per mile to construct.
H. B. Thielsen is now in Grande
Rondo valley locating the line,
and Mr. Watt is with him securing
the right of way preparatory to
putting the graders to work there
at once. Mr. JThielson will
also locate the road on both
sides of Baker City. Work is
being commenced all along the line
to tue Snake river and men will be
stnt forward as fast as possible.
Some employes of the Oregon
Short Line are encamped on this
side of Snake river in the Burnt
river canyon, but have done noth
ing as yet.
Stamped envelopes will be sold
to the public after January 1st,
1883, at a reduced rate of 10 per
cent, on present prices. The
postofhee department has also
arranged to print special return
request notices upon envelopes
with an additional charge when
ordered in quantities ot 500
or more. Assistant Postmaster-
General Hazen states that the
fact is not generally known that
stamped envelopes when spoiled
through misdirection or other cause
can be changed for postage stamps
of the same denomination at the
nearest postoffice. "
TnE Portuguese immigration to
the Hawaiian islands is noteworthy.
Finding the natives rapidly dying
out, -and anxious to keep out tho
Chinese, King Kalakaua has made
attempts within a year or two get
new subjects from various parts
of the world. Marry Portugese
fcom the Azores havo been induced
to migrate to Hawaii, where they
find the conditions of life not un
like those of their old homes. One
vessel last month landed 1,200 of
these people at Honolulu, all of
whom found immediate employ
ment on sugar plantations. The
Japanese are also invited.
The Jfortheni Transcontinental
Surrey .
The territory which is excustve
ly tributary to the lines of the
Northern Pacific and associated
roads covers about one-fifth of the
area of tho United States, and to
obtain a comprehensive knowledge
of the resources of this region an
economic survey was established
called "The Northern Transconti
nental Survey," and comprising
the following divisiens: First,
division of mineral resources;
second, division ol climate, rivers
and irrigation; third, division of
soils; fourth, division of forests;
fifth, division of botany; sixth,
laboratory; seventh, division of
topography. The object of the
survey is to gather all the facts
concerning the resources of the
region and to insure the gathering
of these facts in such a manner as
to make them of service the
divisions have been put under the
directions of thoroughly compe
tent men. The region with which
the survey has to do presents itself
to the economist in two aspects
first, as a producerof raw material;
second, as to its capacity under
cultivation. It has immense forests
and great mineral wealth, while
a great part of the region is
adapted to grazing, and is thought
that irrigation will insure its agri
cultural value. The first annual
report shows that considerable
progress has been made in the
survey already and in the work of
investigating the resources of the
region, and tho general results are
very gratifying.
Jay Hur.BELL says the Demo
crats so far have gained five cong
ressmen which the Republicans
lost in Ohio, Jbecauso the' went
cither too far, or not far enough,
on the temperance question. He
denies that government employes
are being discharged for refusing
to pay their political assessments.
A Bismark, D. T., despatch of
the 19th, sas the first train crossed
tho new Northern Pacific High
Bridge over the Missouri river at
this point yesterday. The formal
opening occurs Saturday, when
the strength of the bridge will be
tested by running eight heavy en
gines across coupled together.
Claims to the amount of 7G,
900 havo been filed with the board
appointed to audit the bills aris
ing from the illness and death of
President Garfield. They include
Dr. Bliss, $25,000; Dr. Agnew,
.$14,700; Dr. Reyburn, 10,800;
and Dr. Susan Edson, 10,000.
The New Orleans Picayune
says the sovereignty of the states,
the supremacy of the Constitution
and the superiority of the whito
race.are the dominant ideas of the
south to-day, as they always were
in the past.
