At the last meeting of the
Portland Board of Trade there was
submitted for the consideration of
that body a proposition to improve
the Columbia bar. by a Xew York
engineer H. F. Knapp who
modestly states: "I can fully as
sure j-our people- that your bar and
river will never be and never can
be improved by any other plan.
By vmy plan it will be permanently
improved without any future work,
such as dredging, etc., to keep it
open,and all I want is a fair hearing
to convince you all. I am thor
oughly opposed to any plan that
starts out with any contraction of
the channel and mouth by jetties
of any sort, as the little increased
depth got by surh means only lasts
as long as the work and expendi
ture is kept up, :uj1 when that
stops the channel and bar becomes
shoaler andworse than ever, livery
port in the world where jetties
have been irid prove this. Be
sides such contraction of the mouth
"causes the channels of the entire
river above to sho::l, and when
s.floods'come the whole country be
comes submerged by the river ovei
flowing its hanks, because the
water cannot get away with its
natural facilitT. Ends' damming
of the mouth of the Mississippi
liver caused the great Hood in that
valleyitlfe present year, and each
year the Hooding will become
worse and worse."

false, and that disagreeable featuie
necessarily invalidates the rot of I
his argument.

of mill-owners, and residents
upon mineral lands of the United
-States'to. cut wood and timber
from such lands within the lines
of mining claims regularly located
and possessed under local laws'
and customs, and laws of the
United Suites governing the loca
ting of such claims. The secretary
holds that locators of mining
claims, so long :is they comply
with the law governing their pos
session, are invested by congress
with the exclusive rijjht to the
possession and enjoyment of all
the surface included within the
lines of their locations. This
right amounts to property, and is
capable of being enjoyed or trans
ferred, subject to all ordinary
rules governing the enjoyment of I
all other property. It may, conse
quently, be protected in the courts,
and it is the duty of the possessor
to care for his own if at rcspass be
attempted by strangers. The
government having armed the
locator with a complete grant of
possession, he alone is concerned
for its protection, and 'may nn-doultedry-maintain
a suit to that
end; but he can no longer, after
availing himself of the exclusive
rigiit, ask the government to bung
action for what is no trespass,
. except agamsl biiclr individual
right of possession.
