The Bar Improvement.
On the Queen of tne Pacific
went out yesterday morning the
visiting board of engineers, which
have been viewing the bar and
. discussing plans for its improve
ment since their arrival three
weeks ago. "We believe that a
majority of the Kbard arc in favor
of reporting for improvement on
a 'scale commensurate with the
interests involved, as the Standard
very justly says:
'The men. who constitute the
commission, after visiting the va
rious .scclious tributary to the Co
lumbia river exports, cannot fail
to bo favorably 'impressed witli the
requirements of the Northwest.
The magnitude of our exports will
be known to them through porson
al observation, and the amount re
quired for this commercial im
provement, which is by no means
simply for" the wants of Oregon,
biit also for eastern 'Washington
and northern Idaho, an oxtent of
territory greater and capable of
producing more grain than any
western state in thr Union. In
"'fact, this northwest coast is des
tined to become ttie great grain
field in the United States, if not
the world. So far as the bars in
the Columbia are concerned, it has
been demonstrated, this season
that they need form no obsta
cle to our export, and that
sufficient water can be had
at a trifling annual cost to
admit of a safe and ready passage
of any ship which comes to this
port. The needs arc in ihe bar at
the mouth of the Columbia. That
a safe and deep channel can be se
cured, we'havo not the least doubt,
and we believe the commission
will so report. That the north
west is entitled to a favorable con
" sideration and a liberal appropria
tionat the hands of congress, none
r-.dan deny who know anything of
unr importance -ue nil- exporting
. , people. -iThe entire union is inter
i ested in our prosperity. Wo add
r- millions upon millions annually to
f our national wealth, and by the
peculiar arrangements of the laws,
we are compelled to sell to one
party, a foreign customer, while
we are of necessity obliged to biry
our supplies of another. "We
trust this commission, while we
confidently expect a most favor
able report at its hands, will also
lay before congress in its leporl.

eign ports, with the prospect ol
the future." which at present is all
in its infancj AVIfen we consid
er that less than ten years ago we
did not export anything to foreign
ports, and .it now takes annually
over 250 vessels, we can scai ccly
contemplate what it will be in ten
years hence. We need the pater
nal care in this matter ol the gen
eral government. It is due us, and
we trust we shall receive all that
shall be needed. There is no na
tional enterprise more deserving,
and there is none that will more
readily repay for its investment."'
Those Pilot Bills.
Yesterday's Oregonian, com
menting upon the pilot bill intro
duced by Senator Reed3 and which
was published in full in The Asto
ria:, says that it is a "deceitful
measure," and declares that, it
'should not pass the legislature,
at the same time it commends the
one passed by the Portland board
of trade which is also defective.
We are of the opinion, as already
expressed, that neither one of the
bills' should pass in their present
form, but that a bill can be pre
pared which while retaining the
good, can be rid of the objection
able features of both at proscnt
under consideration.
We agree with the Qrorroiiian

votes or to bribe local leaders by
the use of patronage?
