We present to-day the full text
of the new pilot bill, presented by
state Senator Reed, and passed to
.second reading. This is the sec
ond bill legislating upon the sub
ject of pilotage that has been pre
sented this session.. The first, writ
ten By Judge Deady and present
ed under the auspices of the Port
land board of trade we have already
noticed. It should not be passed
without considerable amendment.
This one is also objectionable in sev
eral ways. It seem? to us to put the
matter entirely in the hands of the
pilots. To one reading the bill
the question arises "what is the
'need of a board of commissioners,
if tWs obtains? Section 0 virtu
ally excludes any one whom the
pilots wished to keep out, and
makes it a close ruilH. Yet. on i
the whole -it is less 'objectionable j
thantlie first 'one. Tt is certain '
that a bill .which shall possess the .
merits of both now before the lep;- ;
?-
islature anil discard their objec-1
tional features can be passed and
would justly dispose of this impor
tant question.
Stal?rartism.
"Staiavautism" has had a va
riety, of meaninings within the last
few years. It oriirinallv meant one
who was very bitter in hi feelings
toward the. south; then, it meant a
Grant man; for a while it seemed
to include only the star mail set;
now it means those who have iden
tified their political interests with"
the administration of Aathur.
Since the death of Garfield, there
has been a regular stampede of
time-servers to the administration
party, and until lately il has looked
as if the faction headed by the
.president, would bo invincible.
Prospects are changing. There
are not offices enough to go around;
thero are not spoils enough to give
a dividend to all of the hungry set
-who. advocato practical politics.
"When nothing is to be gained by
adhering to such a faction, men
will instinctively array themselves
- in opposition to it. It will fall to
Tpieces. on account of its own
weight. The personal followers of
General Grant, who had been hop
ing tliat ho would be the next
nominee, are not, satisfied, because
so manT offices have been packed
with men who are likely to aet
upon whatever orders come from
headquarters and work for what
ever presidential candidate may be
named. The task of the adminis
tration is to kill off possible candi
dates or iet them out of the way
by placing them in lesser offices as
. the prico of their withdrawal. The
ring is becoming of smaller dimen
sions every week; it will not be
surprising if Arthur should be as
tpowerless as Ilayes was, to name
his successor in office.
The latest idea in connection
with church worship is an invalids'
room in the church itself. On one
-side-of the recess in which stands
the pulpit, room, window (invisible
to most ofA the audience) which
'''looks directly down on the preach
er's desk. The apartment is di
vided by a thick partition from the
raaiu audience room, and entered
by a private door. In it are tables,
chairs 'lounges and other conven

-stand, or lie or walk, cough when
'disposed, and leave the house at

v the congregation.
