The Growth or Railroads.
Notwithstanding all that is
said about bad and oppressive
management of railroads, their his-I
tory during the last twenty years
shows that the accommodations
and facilities extended to all class
es of patrons have been steadily
increased, while the rales have
been just as steadily diminished.
This has been owing lo the laws of
competition and business, which
force men and corporations equally
to meet the wishes of those who
deal with them, and lower prices
as competition increases. The
fifteenth annual volume of Poor's
"Manual of the Railroads of the
United States,' just published,
presents an unusual array of inter
esting facts and statistics relating
to the growth and developments of
the railroads of ihis country. Ac
cording to Poor, the construction
of railways in the United States in
1S81 was the greatest of any year
during its history, being fl,"."iS
miles. But great us was the con
struction during 1831, he believes
that the year 18S2 will show a still
larger. He estimates that duiing
this year not less than 10,000 miles
will be built. The railioad mile
age in the United Stales has grown
to 52,914 miles. The authority we
have quoted" estimates that over
500.000 miles of railway will be re
quired before the limit of neces
sary transportation facilities will
be reached.
The North American Review
for October opens with an article
on ''The Coming Revolution in
England," by IT. M. Ilyndman, the
English radical leader, giving an
instructive account of the agita
tion now going on among the Eng
lish working classes for the recon
struction of the whole politico
social fabric of that county. 0. 13.
Frothingham writes of "The
Objectionale in Literature,"
and endeavors lo point out the
distinction " between litoratuie
which is per se corrupting, and
that which is simply coarse. Dr.
Henry Sehlicmann tells the inter
esting story of one year's "Dis
coveries at Troy." Senator John
1. Mitchell, of Pennsylvania, treats
of the rise and progress of the
rule of "Political Bosses." Prof.
George L. Vose, of the Massachu
setts Institute of Technology, con
tributes an aiticle of exceptional
value on "Safety in Railway Trav
el;" and Piof. Charles S. Sargent,
of the Harvaid College Aiboie
tum, contributes an instructhe es
say on "The Protection of For
ests." The' Review is sold by
booksellers and newsdealers gen
erally. Tin: forty convicts killed in a
Russian prison piobably expected
death when they lose against the
authorities. It h nothing new for
convicts to seek .such an end of in
tolerable cruelties. There is abun
dant evidence of the highest char
acter proving that British convicts
in Van Dienmu's Land weie fre
quently driven by most hoirible
and long-continued barbarity to
suicide or a mad rush on certain
death from the gun of the guards.
Russian prisons are no better to
day than were the penal arrange
ments of Great Britain at Norfolk
Island years ago. Death i not
the greatest evil that may be made
to wait on frail humaniij In some
of our states to-day there are con
vict systems that are a disgrace to
our civilization..
A Caiko despatch of the 21th
represents Arabi Pasha as saying
tho best thing the English could
do Tor Egypt would be to send all
the notables and other leading
men connected with the rebellion
out of the country, ll they do
not do so, vengeance will surely be
wreaked upon them after their de
parture; Seeing the manner m
which the Bnlish treat their
prisoners nnrt wounded, Arabi
says they are a great people and
puMHUBaaccaHsao
that he is heaililv sorrv he fought
them, lleasseits that he never
thought the English would send a
large army to assist the ldicdive,
and so he wa led into the war.
He denies that he had any commu
nication with the sultan during the
war.
Am:k.uv about twenty-ieven
biographies of Arabi Pa.sha have
appeared in the newspapers. They
all agree that "he was born," and
that is the only point of general
agreement. When Arabi gets
time he can select from these va
rious efforts the scenes and inci
dents of a very entertaining auto
biography. Meantime wv must !c
content with the knowledge that
"he was born."
Tin: sultan of Turkey has
ordered immediate surrender to
Greece of the whole frontier fixed
by the international commission.
Representatives of the poweis
who at the invitation of the Gicik
ambassador were to discuss the
Turko-Greek fionlier question,
dissolved their meeting leaving
the settlement of the difficulty to
Tmkey.
Tin: St. Louis Globe-Democrat
concludes that negro minstrels ie
reive larger salaries than Here
ever before paid that branch of
the profession. They ought to.

Extkavaii vnci: is one of
the strongest o'f American char
acteristics. It is no uncommon
thing in this great country for a
man who never had fifteen cents
worth of character to enter a libel

we drifting?
John Bi:k:iit, the great English

an Indiana lecluie committee has
