Astoria's Growth.
About the first thing1 a man
who has been here before says
when he comes into Tiij:Astokiax
office, is: "How fast this place is
growing!' It is being built up
most rapidly, and this season lias
seen more stores, halls, and pri
vate residences constructed than
any other in the history of the
place. On every street, new
structures ate being pushed
to 'completion, and old ones
being renovated till they look
"almaist as weel's the new," and,
of course, as the law of supply and
demand is invariable, the fact of all
this building indicates increased
business. Yet there are two or
three things that tend to keep
back the progress of the place to a
great degree. Ve will not here
any more than allude to the lack
of roads, but speak of this onerous
insurance tax. A merchant doing
business here can illy afford to
carry a large stock and pay sack
ruinous rates of insurance as to
prevent- competition. Had there
ever been any great conflagration
here, whereby the companies had
sustained an' loss, it might be dif
ferent, but an extensive acquaint
ance with Pacific Coast 1owns jus
tifies us in the assertion that at
rates far less than the present, this
would be as it is now the best
paying place for insurance west of
the Rock' mountains. Where is
the city where the losses have
been less, or the rates propoition
ally higher? "What wonder men
hesitate to increase their trade by
carrying a stock that would otler
wise justify them, when they must
pay eight and ten per cent, insur
ance in a town that is relatively
as well, if not belter piotected
against fiie than any other town
on the coast V The fite records of
the insurance companies show no
loss; it is all gain. Our lire de
partment, well equipped and
thoroughly organized, composed
of the brain and bone and sinew
of the place; unlimited water sup
ply; protected from heavy squalls;
with steam pumps and hose in
continuous line along the water
front; and for seven months in
the 3ear an "atmosphere" that
of itself has sufficient body to it
to deter any ordinary fire from
showing itself out of doois. It is
an imposition, and a direct injur'
to our common prosperity to be
obliged to pay such a tax. Of
course we are well aware that ar
gument may be made in reference
to the 'rules" of insurance com
panies, to the carefully compiled
statistics, and the experience upon
which they base their calculation,
but that does not suffice. "Were
Astoria built -in a breezy canon,
where sun and wind dried the
houses, till, as in Nevada and Cali
fornia they stood like so many
tinder boxes ready to light, it
would be a good argument, but
there is no analogy in this case.
It ma' be asked "what are you
going to do about it?" "We con
fess our inability at present to
answer it. The matter cannot be
overcome at once. Building brick
buildings whenever new buildings
of any importance are projected
will assist; unanimity of thought
and action will also serve a good
purpose. As it is at piesent we
send enough money out of Astoria
every year for insurance premiums
to justify a radical change in the
' business.
