by statute in such a manner as
will work for the best interest of
state and corpoialion, " all of
which the majoritv of the people
will assent to.
Despite its regular occurrence :md
the fact of taking it as a matter of
course, there isahvivy, to us; some
thing sublime in the easy, noiseless
way in which public servants suc
ceed each other. Lincoln dies,
and though the hearts of 3S,000,
000 people stand still for an in
stant at the intelligence, yet An
drew Johnson quietly takes the
oath, of office and the wheels of
government move on without a
jar. Garfield dies and Arthur
rides to Washington and takes the
oath, and all things go on 'in every
government department as before.
The votes of a constituency re
move a. man or select his succes
sor, and with a little brief for
mality the official stops rlown and
his successor lakes his place to
give way in turn to him who fol
lows. It is one of the grandest
attributes of our republican form
of government.

can be levied upon that article
without diminishing the compen
sation. As soon as the duly reach
es the point, at. which it invites the
production of a competing and
untaxable article in the country
(by which it is levied, it restricts
importation, and therefore dimin
ishes revenue, precisely in propor
tions as it stimulates the produc
tion of native industry. In other
words, as soon as il becomes a
protective duty and as far as it
becomes a protective dnly,k ceases
to be a revenue duty. A tariff
which is a mixed revenue and pro
tective tariff, as the tariff of the
United States generally is, is a
tariff winch, while deriving some
revenue from that part of the sup
ply which is imported, so enhances
the price and diminishes the im
. portation of the imported article
thereby diminishing the revenue
from it, as to make it urofit-
ablo to manufacture here a part of
the supply. Tt is conceivable that
bj' 'increasing 'the rate of duly in
precise proportion to the falling off
in .the importation of dutiable
goods, a few factories might be
kept going at the manufactuto of
an article thp bulk of which was
imported, and that the maximum
of revenue might still be obtain
able from it. "But such an adju.M
tuent would by no means meet the
views of the native manufacturer,
who is the author of the existing
tariff; nor would it at all invalidate
r the general proposition that in a
mixed revenue and protective tar
iff, as in every other kind of tariff,
