A tariff which is a mixed revenue and pro tective tariff, as the tariff of the United States generally is, is a tariff winch, while deriving some revenue from that part of the sup ply which is imported, so enhances the price and diminishes the im . portation of the imported article thereby diminishing the revenue from it, as to make it urofit- ablo to manufacture here a part of the supply. Tt is conceivable that bj' 'increasing 'the rate of duly in precise proportion to the falling off in .the importation of dutiable goods, a few factories might be kept going at the manufactuto of an article thp bulk of which was imported, and that the maximum of revenue might still be obtain able from it.
