There- is the law for "such cases made
and provided." What we have seen
of Judge Wintoii leads us to believe
that if any one found violating the
provisions of the above ordinance
were brought before him and duly
convicted, he would inilict the pun
ishment provided in the section wc
quote.

ments given, by this and other socie
ties, are always of an enjoyable nature,
and no pains have been spared on the

satisfaction to all who -participate.
The Portland Board of Trade
propose presenting a new pilot bill to
the legislature for its approval, and
has made it a special request that it
receive favorable consideration at the
hands of that body. It differs in sev
eral important respects from the pres
ent bill. In relation to rates it says:
"From without the bar to Astoria,
G per foot for the first 12 feet and
S for each additional foot of the ves
sel's draft; from below Sand island
to Astoria, half the abeve: from Sand
island to Astoria, one-quarter of the
same. On outward-bound vessels from
Astoria to the sea, 5 for the first
wclve feet, and 7 for each additional
foot."

Almost a iWreck.
The barkentme Taut 0' Shanter,
commanded by Captain Mills, had a
narrow escape from being wrecked on
the Farallonc islands on Sunday. The
vessel arrived in port on Monday.
On Saturday, while tho fog was very
dense, the vessel was coming north
with a cargo of lumber. The weather
had been thick far several days, and
the captain, therefore, was uncertain
as to ms position. ouuuemy uie
vessel was discovered to bc so near
the rocks that the crew could have
jumped ashore. Capt Mills surmised
thar he had struck the ;Farallone
islands, but, as he could not hear the
fog whistle, he concluded that he had
drifted upon the north heads. The
vessel was kept clear with great diffi
culty from the rocks, and for two full
days, while the fog prevailed, the
barkcutine was in continual and immi
nent danger of being smashed to
pieces. During all that time no fog
horn or signal could be heard, and
not until the vessel passed between
the north and middle rocks was Cap
tain Mills able to determine the local
ity. He then had no longer any
difficulty in avoiding the treacherous
breakers, as he has navigated the coast
for many years. But he complains
most bitterly of the negligence of tho
lighthouse kcopcr in not blowing the
steam fog whistle for three whole
days, while the fog was so thick that
the bow of the vessel could not be
seen by the man at the wheel. In
stead of making navigation more safe,
the lighthouse service has created ad
ditional dangers for our mariners.
They depend upon signals, whicharenot
given, and the absence of ihese lures
vessels to destruction. Complaints of
this nature are becoming very fiequent
