Among the petitions to be pre
sented for the consideration of the
present legislature a memorial
from the advocates of prohibition
in this state will appear dining the
session. The matter, while in no
way. a party question, nor prima
rily political issue, is assuming
bucu prominence as io jusuiy lis
extended, notice. In Iowa, Kan
sas and other states it constitutes
the chief topic of the hour. J our

interest to thousands.
The argument of a prohibition
ist is that the sale or manufacture
of, spirituous liquors should be for
bidden by statute, and the claim
isrthat if"jreatcr meed of pros
perity would be the lesuli. The
argument of its opponent is that
any such law is by its natuie a
sumptuarj' one and subvcisive of
individual right. "olli .-ides make
a strong showing. It is a matter
of undeniable fact that an over
whelming proportion of all the
crime in the world is due to the
consumption of liquor. Tins ar
gument is the main one on the
part of the' advocates of. prohibi
tion. But, as it stands, the use of
this argument will not produce
conviction in the mind that re
fuses to' be convinced hy the fact
itself. To the man who sees the
sad ending to bright hopes and
promising careers of those around
him, and stands unaffected by such
example, it is futile for any one to
.attempt coercion of his judgment
by an attempt at a majority (Incis
ion v that all men including the
wicked minority, must, perforce,
be good. Men loe to exercise
their own will, and spontaneously
rebel against all effort to do their
thinking for them. The great
trouble in the way of the prohibi
tionist is that his attempt is one
that has been made over and over
again and has failed. It is an at
tempt to legislate 111011 an wnlcgis-
' ' latable subject, viz: human nature.
It is outside ol the domain of
ohange by statute, and can only
be reached by education. As long
as men are born into the world
with ordinary appetites and de
sires of the human race, so long
will there be a desire for stimulants
and alcoholic beverages, and while
all at tempts at higher education and
inducements to purer forms of life
are "to be encouraged on account of
their tendency, the direct attack
upon an inherent attribute of mor
tality by those casually exempted
fro nwt, does not have the effect
that its worth demands.
It seems to us in leading the
'speeches of prohibitionists, and
editorials in temperance papers
that the advocates of that measure
leave out of their arguments a
form of reasoning that, divested of
T all superfluous verbiage would be
effective in convincing many. It
is this: Liberty as we define, it
is the right to do just what one
pleases provided he doesn't inter
fere with an' one else's right to
do as lie pleases. Now the man,
for instance, who gets drunk and
makes a disturbance interferes
with the rights of his neighbors who
. please to have peace and silence,
and is punished for violation of
the principles of liberty. So the
.man.who uses liquors to excess
in any case interferes with his
neighbor's rights and transgresses
the laVjS of liberty, .collective as
well as individually; the more far
reaching its consequence, the
more heinous the offense. Tins

mate conclusion would justify a
demand for the prohibitory legis
latidnlin the nature of an experi-menty-and
as an adjunct to that
which we have alread5r indicated,
education and dissemination of
correct ideas respecting the tem-
.. penmce, movement and the 'neces
sity of its success. To create the
impression that it is simply the
work o, faiiaticswho wjurt'to busy
themselves about wh,at is none of
tlicir business -would seem to be
the aim of some of the adherents
